Lao Cai Provincial Party Secretary shares "secret" to help the province surpass the schedule of eliminating temporary and dilapidated houses

By being creative in mobilizing resources to eliminate temporary and dilapidated houses, Lao Cai - a mountainous province with many difficulties, has "reached the finish line" 2 months earlier than the target assigned by the Prime Minister.

Some good and creative ways have just been shared by comrade Trinh Xuan Truong, Secretary of Lao Cai Provincial Party Committee, Head of the Steering Committee for eliminating temporary and dilapidated houses of the province at the conference summarizing the program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses".

Comrade Trinh Xuan Truong affirmed that the program and emulation movement to eliminate temporary and dilapidated houses nationwide launched by the Prime Minister is an unprecedented large-scale social security program, a special project that is very popular with the people, strengthens people's trust in the Party and State, arouses people's strength, and is a fulcrum of compatriotism and solidarity among the people.

Comrade Trinh Xuan Truong, Provincial Party Secretary, Head of the Steering Committee for eliminating temporary and dilapidated houses in Lao Cai province.

He said that in the period of 2021 - 2025, Lao Cai and Yen Bai provinces, before merging into Lao Cai province, supported the construction and repair of nearly 25,000 houses for meritorious people, poor households, near-poor households, and households affected by storms and floods.

“In particular, in September 2024, Typhoon Yagi caused great damage, we carried out a dual goal: we had to join hands to eliminate temporary and dilapidated houses, and stabilize the lives of people in storm and flood areas. From September 2024 to June 15, 2025 alone, the whole province supported nearly 13,000 houses (100% of the set target), of which nearly 80% were rebuilt, completed 2 months ahead of the task assigned by the Prime Minister to localities,” informed Mr. Trinh Xuan Truong.

Good ways

Some lessons learned in the process of implementing the elimination of temporary and dilapidated houses have been summarized and shared by the Lao Cai Provincial Party Secretary.

Firstly, collecting statistics is a very important task. Practice shows that assigning the task to the police force is completely correct. Lao Cai and Yen Bai police have deployed to the grassroots level, updating data on both the housing and land status of the people. In Muong Khuong - a mountainous border district 30a, with many ethnic minorities, the police force has counted over 4,000 temporary and dilapidated houses, of which over 90% need to be rebuilt.

Second, there must be synchronization in the direction. The Prime Minister has requested that localities appoint secretaries at all levels to head the steering committee, focus on removing difficulties and obstacles in practice, and mobilize the entire political system to participate.

Third , economic resources from the state budget and social mobilization from people and businesses are very important, but the resources that determine the progress of the program are promoting cultural traditions, solidarity, mutual love, and compatriotism, thereby arousing patriotism, the will to rise up, and strengthening people's trust in the Party and the State.

Fourth , when there are difficulties, we must study the reality and issue a system of policies suitable to reality.

“The difficulty in housing land is a story that the Prime Minister has mentioned many times, we have tried every way to overcome it. The People's Council has issued a policy to support the cost of measuring cadastral maps for households; issuing red books to people with the orientation of issuing red books as soon as houses are built. The Ministry of Construction has highly appreciated this approach when inspecting,” said comrade Trinh Xuan Truong.

In addition, despite many difficulties, Lao Cai province has allocated 160 billion VND to the provincial Social Policy Bank for housing loans (maximum 50 million VND/household, no interest, maximum term of 5 years) to support additional resources for households to build houses. To date, 160 billion VND has been disbursed.

Fifth , mobilize police and military forces to join local authorities.

“Each roof not only represents material support but also shows the heart of the police and military forces, helping people in the border areas, especially ethnic minorities in the highlands. The soldiers have left a good image in the hearts of the people,” said the Lao Cai Provincial Party Secretary.

Sixth , we must create a competitive movement. From the competitive movement, there will be many good ways to do things, for example, organizing simultaneous groundbreaking ceremonies, creating work exchange teams, the government allowing households to record material debts...

The creativity in mobilizing resources to eliminate temporary housing in Lao Cai province has helped tens of thousands of households have stable, safe, solid housing that can withstand natural disasters, realizing the dream of "settling down and having a career".
