Leaders of Bac Ninh province visited and gave gifts to encourage flood victims in Bo Ha commune (Bac Ninh).

Specifically, Thai Nguyen province suffered the heaviest damage with about 4,000 billion VND, Cao Bang 2,000 billion VND, Bac Ninh 1,670 billion VND and Lang Son 1,050 billion VND. Localities are still continuing to collect statistics.

The Department of Dyke Management and Natural Disaster Prevention and Control said that there are currently about 10,961 flooded houses in Bac Ninh province (8,800 houses) and Hanoi (2,161 houses) - an increase of 3,314 houses compared to this morning's statistics due to Bac Ninh province having 3,208 more flooded houses and Hanoi having 106 more flooded houses.

Floods caused 59 dike incidents in Thai Nguyen, Bac Ninh, and Hanoi (8 incidents in Thai Nguyen, 42 in Bac Ninh, and 9 in Hanoi). Localities handled the incidents in the first hours and closely monitored them.

Currently, the flood on the rivers is receding. Cau River at Phuc Loc Phuong is measured at 7.37m, 0.37m above alarm level 2; at Dap Cau it is 5.60m, 0.30m above alarm level 2 and at Luong Phuc it is 7.60m, 0.40m below alarm level 3.

Ca Lo River at Manh Tan station measured 7.86m, 0.14m below alarm level 3. Thuong River at Phu Lang Thuong was 6.41m, 0.11m above alarm level 3.

On October 12, the Ministry of Agriculture and Environment issued a dispatch requesting the closure of a spillway at the bottom of Tuyen Quang Lake and asking localities to ensure safety downstream.

National highways have been opened; the Hanoi - Thai Nguyen railway is expected to open tonight.

Also on October 12, the Prime Minister issued a decision to continue providing 400 billion VND in support to overcome the consequences of storm No. 11, including 250 billion VND for Thai Nguyen, 50 billion VND for Cao Bang, 50 billion VND for Lang Son and 50 billion VND for Bac Ninh.

According to the National Center for Hydro-Meteorological Forecasting, due to the influence of weak cold air combined with easterly winds from the subtropical high pressure circulation encroaching on the West, from October 13 to 15, the Northern region, especially the Northeast, is likely to experience rain, moderate rain, and cloudy weather. The cumulative rainfall in 24 hours is forecast to be generally below 50mm, with a low possibility of flooding on river systems. However, during this time, there may still be localized showers and thunderstorms, with heavy rain intensity of 30-50mm/hour, which can cause flooding, flash floods, and local landslides in some mountainous areas.
