Registering to receive people, representatives of individual home buyers at the Homeland Parasise Village Resettlement Area project (residential area No. 6, Dien Ngoc ward, Dien Ban town) invested by Dana Homeland Urban Investment and Development Joint Stock Company reported:

According to the investment cooperation contract, the investor committed to notarizing the transfer contract to issue red books to customers within 18 months from the date of signing the contract. However, after more than 5 years, the investor has not yet fulfilled the commitment.

Representatives of land buyers said that up to now, the official land price of the project has not been determined. Land buyers have repeatedly met with the investor to work, but were told that "the authorities have not yet made a decision to pay land tax".

Information in the file and from land buyers' feedback shows that the project is still stuck in debt purchase procedures between Chi Thanh Company and Dana Homeland Company. Another problem is determining the land price at the time of project transfer or at the time of land handover to Dana Homeland.

According to the feedback of land buyers, the above problems were reported a year ago, and on April 17, 2023, households buying land at the project received Official Dispatch No. 2295 from the Provincial People's Committee Office stating that the Ministry of Natural Resources and Environment had not yet responded.

"It has been exactly one year now but we still have not received any response regarding the application of land prices at Residential Area No. 6 project, nor has there been any official decision from the competent authority regarding the land prices of the project" - Mr. Tran Huu Loc, representative of the land buyer, presented.

Acknowledging the recommendations of representatives of land buyers and investors regarding the project, Provincial Party Secretary Luong Nguyen Minh Triet said that the relevant agencies and sectors have lacked determination in resolving the recommendations of people and businesses.

According to the Provincial Party Secretary, it has been too long but the authorities have not responded to the citizens about whether the case has been resolved or not, nor have they instructed the businesses on the next steps. Up to now, the Ministry of Natural Resources and Environment has not responded, but the specialized sector has not followed up to get the final result.

The Provincial Party Secretary noted that the province's professional sectors need to be more resolute and determined in resolving the petitions of the people and investors. Particularly for the Homeland Parasise Village Resettlement Area project, in the second quarter of 2024, the Department of Natural Resources and Environment will advise and report to the Provincial People's Committee to provide clear and specific responses to the petitions of the people and businesses related to the project.

Based on a careful study of the regulations, the Provincial People's Committee reviewed the relevant legal bases throughout the process of project formation and implementation. Especially the conclusions of the Audit, Inspection and related documents issued by the Provincial People's Committee. From there, clarify the basis and obligations of the parties involved in determining land prices and fulfilling financial obligations.

Comrade Luong Nguyen Minh Triet assigned the Provincial Party Committee's Internal Affairs Committee to monitor and report the handling results to the Provincial Party Committee Standing Committee.

On the same morning, receiving representatives of land buyers of projects of the investor An Duong Trading and Service Company Limited (Dien Ban town), Provincial Party Secretary Luong Nguyen Minh Triet clearly stated that the resolution of related issues must be in accordance with legal regulations, not legalizing the wrong and not causing loss of state budget.

Provincial Party Secretary Luong Nguyen Minh Triet said that currently in the province, there are many real estate projects that have expired, have not been extended, investors have temporarily stopped implementing the project, and localities cannot carry out site clearance...

To resolve difficulties for these projects, on April 12, 2024, the Provincial Party Committee Standing Committee held a meeting to give opinions on the policy of assigning the Provincial People's Committee to review the legal procedures and status of the projects. From there, consider extending the progress and granting Land Use Rights Certificates for the types of projects that the inspection and audit teams at higher levels have pointed out. The Provincial Party Committee Standing Committee assigned the Party Committee of the Provincial People's Committee to lead the agencies to implement the conclusions of this meeting.
