(QNO) - At the launching ceremony to support funding for the elimination of temporary and dilapidated houses in the province for the period 2023 - 2025, which took place this morning, December 28, comrade Phan Viet Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed his determination to achieve the goal: By the end of 2025, no households in the province will have to live in temporary or dilapidated houses.
Speaking at the launching ceremony, Secretary of the Provincial Party Committee Phan Viet Cuong affirmed that Quang Nam is a steadfast land, rising from hardship. After more than 35 years of implementing the renovation process, continuing the revolutionary tradition, Quang Nam has gradually transformed itself, changed its skin, changed its flesh; from a poor "purely agricultural" province, towards a fairly developed province of the country by 2030. The socio-economy has developed, people's lives have been improved, and social security work has been carried out carefully.

As a province with a large number of policy beneficiaries (accounting for over 23% of the population), it is also a locality that suffered heavy consequences of war, and is often damaged by natural disasters and floods; the number of poor and near-poor households is still high.
Over the past time, the Party Committee, the government, the Fatherland Front, and socio -political organizations at all levels have always cared for and created the best conditions for all people to access and enjoy the maximum social security policies of the Party, the State, and the province, especially in supporting the repair and construction of houses for people with revolutionary contributions, poor households, and near-poor households.
Implementing Decision No. 22 of the Prime Minister, Resolution No. 11 and Resolution No. 15 of the Provincial People's Council on housing support for people with revolutionary contributions, the total number of houses supported in the province is 39,864 (of which, 11,689 new houses were built, 28,175 houses were repaired), with a total support budget of more than 1,070 billion VND (of which, the Central budget supported more than 641.2 billion VND; the provincial budget more than 351.2 billion VND; the district budget more than 78 billion VND).
In addition, from 2013 to 2022, individuals, organizations and units donated 1,076 gratitude houses (922 newly built houses, 154 repaired houses) with a total support fund of 51,393 billion VND.
In addition, housing support for poor and near-poor households has also received special attention from Party committees and authorities at all levels. The total number of houses supported by the state budget for new construction and repair according to the programs and policies issued by the state in recent times is 24,328 poor households (houses), with a cost of more than 669 billion VND.
Every year, localities in the province have supported the construction and repair of houses for poor households, near-poor households and households whose houses have collapsed, fallen, drifted, burned or been severely damaged by natural disasters, with a total of 2,500 houses at a cost of more than 25 billion VND.

Provincial Party Secretary Phan Viet Cuong sent his thanks to the central agencies, the kind hearts of individuals, businesses, cadres, civil servants, and workers who joined hands to help families with revolutionary contributions, poor households, and near-poor households facing housing difficulties to have their dream homes, avoid the rain and sun, celebrate Tet together, and sleep better in their new homes.
According to comrade Phan Viet Cuong, in recent times, the implementation of regulations and policies of the Central Government and the province on housing support for people with meritorious services to the revolution, poor households and near-poor households has been focused on and implemented effectively. However, due to the large number of people with meritorious services, relatives of martyrs and poor households, the area has a harsh climate, often suffering from floods, storms and prolonged heat, which greatly affects the quality of the project.
In addition, the province's resources are limited and must be allocated to many programs and projects at the same time to stabilize and develop the socio-economy; investment resources for construction, upgrading and repairing houses are limited, housing support for the subjects is not guaranteed...
Currently, the whole province still has 15,735 families of people with revolutionary contributions, poor households, near-poor households and households in especially difficult circumstances living in temporary and dilapidated houses in great need of support so that they have a place to settle down and make a living.
Therefore, on March 31, 2022, the Standing Committee of Quang Nam Provincial Party Committee issued Directive No. 25-CT/TU on strengthening the Party's leadership in the work of eliminating temporary houses in the province.
On August 4, 2023, the Provincial Party Standing Committee met and agreed that "Towards the 50th anniversary of the Liberation of Quang Nam Province and National Reunification (1975 - 2025), the whole province mobilizes all resources to implement the policy of eliminating temporary and dilapidated houses in the province. With the goal that from now until the end of 2025, the whole province will have no households living in temporary or dilapidated houses".
This policy demonstrates the tradition of solidarity and culture, the morality of "When eating the fruit, remember the person who planted the tree"; "mutual love", "the healthy leaves cover the torn leaves" of the nation, and is a noble gesture of the people of Quang Nam in particular and Vietnam in general.
On September 22, 2023, the 10th Provincial People's Council also issued Resolution No. 13 on the level of support for eliminating temporary and dilapidated houses in Quang Nam province in the period of 2023 - 2025 with an implementation cost of about 407.66 billion VND. Of which, the budget source is 120 billion VND; the remaining 287.66 billion VND is mobilized from social sources. Therefore, it is very necessary to have the participation and support of society and the community (the support level for newly built houses is 60 million VND/house, for repairs is 30 million VND/house).

On behalf of the Provincial Party Standing Committee, Provincial Party Secretary Phan Viet Cuong welcomed and sincerely thanked the Provincial Vietnam Fatherland Front Committee and the Quang Nam Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses for their timely coordination, issuance of the Plan, and sending letters calling for support.
Comrade Phan Viet Cuong hopes that the appeal will receive active support and companionship from Agencies, organizations, units, business communities, philanthropists inside and outside the province; international organizations; Quang Nam Association in provinces and cities; member organizations of the Vietnam Fatherland Front in the province; cadres, party members, civil servants, public employees, armed forces in the whole province; people inside and outside the province; Quang Nam overseas Vietnamese... join hands to help poor households in the province no longer live in dilapidated, makeshift houses.
