The total cultivated area in 2024 will reach 97,985 hectares, the total output of grain crops will reach 290,761 thousand tons, an increase of 0.93% compared to 2023. The growth rate of the agricultural sector in 2025 will reach 3.25%, exceeding the plan; the value of cultivation and aquaculture will reach 48 million/ha..., contributing to improving people's income and living standards. Disease surveillance work has been focused on, most outbreaks have been detected and timely measures have been implemented to prevent and control the disease, the total livestock herd in the province has grown steadily over the years. The forest cover rate will reach 54.52%. Forest fire prevention and fighting work will be carried out in accordance with the provisions of the Forestry Law and related documents. During the year, 1,659.65 hectares of forest will be planted; 4,797,386 scattered trees will be planted; Exploitation output: 18,173,934 m3 of various types of wood...

The total production value of the agricultural sector reached 4,779.9 billion VND, accounting for 20.83% of the total production value of the whole province. Of which, the cultivation sector reached 2,820.5 billion VND; livestock reached 1,377.8 billion VND; forestry reached 424.1 billion VND; aquaculture reached 18.4 billion VND and agricultural services reached 138.9 billion VND. Irrigation, natural disaster prevention and control work was effectively implemented; the rate of canal consolidation reached 56.9%. Currently, the whole province has about 3,684 irrigation works, most of which are medium and small-scale, mainly irrigating rice fields and some short-term industrial crops.

Land management has received attention. Up to now, 9/10 districts and cities have completed the adjustment of the land use plan to 2030; 10/10 districts and cities have completed the establishment of the district-level land use plan for 2025. Land allocation, land lease and land use conversion in the province are maintained at all levels, meeting the requirements of local socio-economic development. Receiving and examining dossiers for granting certificates of land use rights, house ownership rights and other assets attached to land for the first time for organizations in accordance with the provisions of law. Up to now, the whole province has issued 524,447 certificates for 1,984,508 plots, with a total area of 494,922.88 hectares, reaching over 92% of the required area. The whole province has 129 mines and mineral sites, including many potential minerals such as iron ore, manganese, tungsten, nickel - copper... However, most of the mineral mines in the province are scattered, small in scale, with strongly divided mountainous terrain and inconvenient transportation, causing difficulties in industrial-scale exploitation and low efficiency.

The Department recommends: The province should pay attention to allocating resources to develop medicinal plants under forest canopy in areas with suitable conditions; have policies and mechanisms to attract potential investors to build factories for preliminary processing, processing and production, and extraction of medicinal plants using high technology. Continue to invest in solidifying canals to ensure irrigation efficiency in agricultural activities, to increase productivity, output, and product quality in agriculture.

Regarding land, it is recommended that the province continue to resolutely direct the work of land allocation and land lease, organize the recovery of areas assigned to projects/enterprises but operating ineffectively; create land funds to allocate and lease land to enterprises in need; plan the construction of welfare works to increase land use value in the province.

In the environmental field, investing in advanced waste treatment technology in the coming period is urgent. It is recommended that the province allow the continued review and planning of mineral mines in the province, including the organization of exploitation of common construction material mineral mines, reducing product costs, increasing investment efficiency to promote economic development. Early approval of the project list and planned capital for 2024 to extend the implementation period and disbursement to 2025, considering additional capital allocation in 2025 for the Department to continue implementing the projects.

Concluding the working session, the Provincial Party Secretary requested the Department to continue to review and accurately reassess the agricultural and forestry development situation of the province, and at the same time, reshape the agricultural and forestry development goals in the coming time. Focus on proposing priority allocation of resources to complete the land database to ensure accuracy, synchronization, and full legal basis for effective and transparent land management, overcoming the current shortcomings and complexities in land management. Leaders and officials of the sector need to innovate their thinking, dare to think, dare to do for the common good, creating the best foundation for the economic development of the province.

Continue to coordinate with sectors and localities to review and simplify administrative procedures in areas under their management, especially those directly related to people and businesses; promote the application and upgrade of modern information technology software and online public services in implementing administrative procedures on land. Quickly complete documents and facilitate the issuance of land use right certificates to people. Pay attention to the climate environment and forest protection. Coordinate with the Department of Construction, the Department of Finance and localities to review and propose additional planning and advise on budget resource allocation in combination with attracting investment in the construction of concentrated people's cemeteries, funeral homes, and wastewater treatment systems in urban areas in the province. Review and temporarily suspend the licensing of unnecessary mineral mines. Continue to seriously and promptly implement the work of arranging and streamlining the apparatus organization in the spirit of Resolution No. 18-NQ/TW.
