On December 2, the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) and the Center for Research and Application of Population Data and Citizen Identification (RAR Center) - Ministry of Public Security, signed a contract to deploy electronic customer authentication service via VNeID on BIDV SmartBanking application.
Attending the event were Major General Nguyen Ngoc Cuong - Director of the Department of Administrative Police for Social Order, Major Nguyen Thanh Vinh - Director of the National Population Data Center; Major Tran Duy Hien - Director of the Center for Research and Application of Population Data and Citizen Identification (RAR Center), Mr. Nguyen Anh Tuan - Director of the State Bank's Payment Department. On BIDV's side, there were General Director Le Ngoc Lam, Deputy General Director Phan Thanh Hai, Deputy General Director Nguyen Thi Quynh Giao and representatives of the leaders of the Departments and units at the Head Office.
In the context of new regulations in the 2023 Law on Identification, Circular 17/TT-NHNN and Circular 18/TT-NHNN of the State Bank officially take effect from January 1, 2025, directly affecting money transfer/withdrawal transactions, payments on accounts and cards for customers who have not updated their biometrics and identification documents.

BIDV has proactively and synchronously deployed many multi-channel solutions from product development, optimizing implementation processes and continuously communicating widely to customers to grasp new regulations as well as the benefits of biometric collection and updating identification documents when conducting transactions at the bank.
With the cooperation in deploying electronic customer authentication service through “app-to-app” data connection between SmartBanking and VNeID, BIDV customers who are citizens with level 2 identification on VNeID application have an additional channel to collect biometric authentication and identity documents through connection with VNeID application, in addition to the current form of scanning citizen identification cards with chips on phones that support near-field communications (NFC) technology.
The advantage of this new feature is that customers can collect biometric data themselves by agreeing to connect and share population data from VNeID to BIDV SmartBanking without depending on a device that supports NFC chip reading, without having to go to the bank, providing a convenient and easy experience while still ensuring the highest security.

Speaking at the signing ceremony, Director of the State Bank's Payment Department Pham Anh Tuan congratulated the successful cooperation between BIDV and the RAR Center in deploying the electronic customer authentication feature via VNeID to meet the urgent practical needs in collecting customer biometrics in accordance with the provisions of the Law and the State Bank.
In addition, Mr. Tuan also highly appreciated BIDV's initiative and pioneering spirit over the past years in developing and mastering many technology systems built and developed by BIDV's own team. He believes that with the pioneering spirit and constant innovation, BIDV will continue to achieve more success in the coming period.

Previously, in the period from 2021 to present, BIDV has cooperated with units under the Ministry of Public Security to implement many important projects such as: Piloting the application of chip-embedded CCCD at the eZone and CRM automatic transaction systems; Applying chip-embedded CCCD data to open accounts and collect customer biometrics; Linking bank accounts with VNeID to receive social security money; Coordinating the implementation of relief and charity programs on the VNeID platform, applying population data in credit scoring and granting credit to customers in areas affected by storm Yagi.

Important information about biometrics and identification updates According to the provisions of the 2023 Law on Identification, Circular 17/TT-NHNN and Circular 18/TT-NHHH, from January 1, 2025, customers who have not updated their biometric information will have their online transactions on BIDV SmartBanking and online transactions from the Card suspended. Customers who have not updated their identification documents to replace their expired identification documents will have their transactions suspended on all channels. To avoid transaction interruptions, BIDV recommends that customers update their biometrics and identification documents on the BIDV SmartBanking application according to the instructions here or at BIDV branches nationwide.
