Attending the ceremony were: Deputy Minister of Agriculture and Environment Phung Duc Tien and a delegation of the Ministry of Agriculture and Environment , officials of the Vietnamese Embassy and a large community of Vietnamese people living, studying and working in Cuba; Ambassadors and representatives of diplomatic agencies and international organizations in Cuba.
On the Cuban side, there were: Mr. Jorge Luis Broche Lorenzo, member of the Party Central Committee Secretariat, Head of the Central Economic-Production Committee; Mr. Emilio Lozada Garcia, member of the Party Central Committee, Head of the Central Foreign Affairs Committee; Mr. Osnay Miguel Colina Rodriguez, member of the Party Central Committee, General Secretary of the Workers' Center (Cuba General Confederation of Labor); Mr. Homero Acosta, General Secretary of the Cuban National Assembly; Ms. Betsy Diaz Velazquez, Minister of Internal Trade; Ms. Anayansi Rodriguez Camejo, Deputy Minister of Foreign Affairs; representatives of leaders of ministries, branches, and Cuban socio- political organizations.

Speaking at the ceremony, Ambassador Le Quang Long recalled the historic moment 80 years ago, when President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam on September 2, 1945. According to Ambassador Le Quang Long, that was a sacred moment, opening an era of independence and freedom for the Vietnamese people, affirming the strong aspiration to rise of a peace- loving, resilient and indomitable nation.
Ambassador Le Quang Long emphasized that over the past 8 decades, overcoming countless challenges, Vietnam has risen from a country devastated by war to become one of the 32 largest economies in the world, with diplomatic relations with 194 countries, 38 strategic and comprehensive partnership frameworks, and an active member of more than 70 international organizations. Vietnam is aiming to become a developed, high-income country by 2045.

According to Ambassador Le Quang Long, the great achievements that Vietnam has made over the past decades cannot be separated from the valuable support from international friends, including Cuba - a brotherly country with a special friendship, solidarity and loyalty. The immortal words of Leader Fidel Castro "For Vietnam, Cuba is willing to sacrifice its blood" continue to be a sacred symbol of exemplary solidarity between the two peoples.
The Ambassador also reviewed important milestones in bilateral relations: the visit to Cuba by General Secretary and President To Lam in 2024 and the State visit of First Secretary and President of Cuba Miguel Diaz-Canel Bermudez to Vietnam in September 2025. The two sides agreed to make economic cooperation the main driving force, focusing on three pillars: agriculture, energy and biotechnology; and to establish a Vietnam-Cuba biotechnology cooperation network.

At the ceremony, delegates watched a Vietnamese documentary about 80 years of fighting to protect the Fatherland and develop the country; enjoyed traditional dishes and special Vietnamese performances.
The ceremony ended in a warm and friendly atmosphere, leaving a deep impression in the hearts of Cuban and international friends about the image of a renewed, dynamic, friendly and unique Vietnam, while once again affirming the special, loyal and steadfast relationship between the two peoples of Vietnam and Cuba.
