In the context of science and technology penetrating "every house, every alley", in each locality, people need to be aware to change and adapt better. In remote areas of Quang Ngai province, local authorities are promoting movements and activities to bring digital technology to every village and hamlet.

The remote commune of Tu Mo Rong has actively implemented and spread the “Digital Education for the People” movement to support ethnic minority areas. Practical programs at the grassroots level are expected to gradually popularize information technology, helping people effectively exploit the benefits of technology to increase labor productivity, promote creativity and improve the quality of life.

"Digitize" every house, every village

Tu Mo Rong Commune has 95% of Xo Dang people, life is still difficult, conditions for accessing digital technology are not high. To help people get acquainted with digital technology, local authorities organize many contents to popularize knowledge, digital skills and master technology.

The whole commune has 27 units under the Party Committee, government, unions and 17 villages participating in the "Digital Education for All" movement. The agencies arranged 28 officers to implement the program and activities with the participation of 1,300 people in the commune.

Launching the “Digital Literacy for All” movement, Tu Mo Rong commune organized training for officials, civil servants and people to use artificial intelligence; installed free wifi at gathering points in each village. Every week, through community classes, volunteers of the commune instruct people on skills to look up information, use public services, make electronic payments and ensure safety in the online environment.

Along with that, local authorities have actively introduced a number of community models associated with digital technology. The “Digital Ambassador” model supports online administrative procedures for people in remote villages and hamlets; the “Digital Family” model is associated with the goal of each household having at least one member proficient in digital skills and guiding relatives… are gradually showing effectiveness.

“I just know a little about smart devices, but I’m not very familiar with them. Now the commune organizes instructions, shows me how to use the phone, find information online to gain more knowledge, and then do business and buy and sell. I find it necessary and useful,” Mr. A Mien shared.

By bringing digital technology to villages, Tu Mo Rong commune actively encourages cooperatives and businesses to organize training and guidance on the use of production management tools, monitoring software, and e-commerce skills to improve labor productivity and increase the value of agricultural products.

At the same time, focus on supporting the elderly and people with disabilities to ensure equality in receiving and benefiting from local programs and policies.

Turning technology into livelihood

Developing the agricultural economy towards improving productivity and quality, Tu Mo Rong commune strives to promote comprehensive digital transformation with the goal of building an effective digital government, digital economy, and digital society. Realizing this policy, the Party Committee and government here have built a core team of cadres and volunteers to bring "Digital Literacy" to every home and every village.

Together with the government, the union members, youth and women established teams and groups to support the dissemination of digital skills to the community. The commune's community digital transformation team and youth volunteers went "to every alley, knocking on every door" to guide people to install and use digital applications and services.

Chairman of the People's Committee of Tran Quoc Huy commune said that the local government is making efforts to mobilize people to use online public services, look up information for daily life, promote online payments, support people to use the Quang Ngai citizen app and VNeID, etc.

When people in remote areas grasp and apply digital technology in their lives and production, local authorities will promote science and technology to serve socio-economic development.

Initially, the locality implemented solutions suitable to actual conditions such as: economical irrigation models, using high-yield, easy-to-care-for plant and animal varieties; organizing simple, accessible technical training courses for residents. Along with that, supporting farmers to diversify forms of supplying agricultural products to the market such as selling online via social networks Facebook, Zalo, TikTok...

Promoting the "Digital Literacy" activity, Tu Mo Rong commune strives to have over 65% of adults with basic knowledge of digital transformation by the end of 2025; 50% have electronic payment accounts; 80% of workers have skills to use smart devices for production and business; 95% of officials and civil servants apply digital platforms to their work.

“We are establishing cooperatives as a focal point for linking production and consumption, gradually bringing products to digital platforms. People, businesses, and cooperatives take advantage of digital transformation to develop the economy, bringing products directly to consumers. We believe that technology will become a tool to help people escape poverty sustainably,” Mr. Huy affirmed.

The “Digital Literacy for All” movement is being widely deployed in mountainous communes of Quang Ngai province. However, local authorities in remote areas are facing many difficulties. Therefore, to support the people, the provincial authorities need to overcome the problem of low-lying areas and have a project to provide equipment for digital transformation to villages.

Central ministries and branches need to increase investment in high-speed 4G and 5G internet infrastructure; have policies to support funding and provide low-cost digital devices to households in remote areas; install mobile broadcasting stations and free public access points in commune centers and schools.

At the same time, support localities with digital technology application models in agriculture and tourism, such as: E-commerce platforms for agricultural products, weather and disease monitoring systems via mobile applications; in-depth training for commune officials and farmers on using AI and IoT to optimize production.
