On the morning of September 22, at the 49th session, with 100% of the members of the National Assembly Standing Committee present voting in favor, the National Assembly Standing Committee passed a Resolution on allocating and adjusting the public investment plan from the central budget in 2024 among ministries, central agencies and localities.
In the resolution, the National Assembly Standing Committee agreed to allocate the central budget public investment plan in 2025 from the increased central budget revenue in 2022 of VND 1,926,908 billion to Lam Dong province to implement the Bao Loc - Lien Khuong expressway construction investment project under the public-private partnership method (phase 1).
At the same time, the National Assembly Standing Committee decided to reduce more than 732 billion VND of the central budget capital investment plan for 2025 assigned from the increased central budget revenue in 2022 of the Ministry of Finance and the Ministry of Transport to supplement Quang Ngai province (150 billion VND) and Lam Dong province (573,092 billion VND).
The National Assembly Standing Committee also approved the adjustment of the estimate and plan for public investment from the central budget in 2025.
Specifically, the domestic central budget investment plan of 9 ministries, central agencies and 3 localities (before the merger) was adjusted down by VND 3,270,678 billion to supplement the 2025 capital plan of 3 ministries, central agencies and 13 localities.
Accordingly, the agencies adjusting the budget estimate include: Ministry of Planning and Investment, Ministry of Finance, Ministry of Agriculture and Rural Development, Ministry of Information and Communications, Ministry of Science and Technology, Ministry of Natural Resources and Environment, State Bank of Vietnam, Vietnam Academy of Science and Technology, Central Committee of Ho Chi Minh Communist Youth Union, Thai Nguyen, Dien Bien, Kien Giang.
Ministries, central agencies and 13 localities with additional budget estimates include: Ministry of Construction, Ministry of Education and Training, Vietnam Farmers' Union, Yen Bai, Son La, Lai Chau, Ha Nam, Ninh Binh, Thai Binh, Gia Lai, Kon Tum, Lam Dong, Binh Duong, Ben Tre, Vinh Long and Can Tho City.
The National Assembly Standing Committee also decided to reduce the 2025 foreign capital investment plan from the central budget of the Ministry of Agriculture and Rural Development (before the merger) by VND703,036 billion to supplement the corresponding 2025 capital plan of 3 localities (Tuyen Quang, Ho Chi Minh City, Tay Ninh).
Adjusting the 2025 public investment plan after restructuring and merger
The National Assembly Standing Committee also adjusted the 2025 central budget public investment plan to suit the organizational structure of ministries, central agencies and localities after the rearrangement.
Accordingly, the domestic central budget investment plan of 22 ministries and central agencies will be adjusted down by VND 497,145 billion to supplement the 2025 capital plan for 13 ministries and central agencies after restructuring the apparatus.
Specifically, the entire central budget in 2025 of 8 ministries and central agencies (before the merger) will be adjusted down, including: Ho Chi Minh Mausoleum Management Board, Ministry of Planning and Investment, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Natural Resources and Environment, Management Board of Vietnam Ethnic Culture Village, Ethnic Committee, Hoa Lac High-Tech Park Management Board.
This number is used to adjust the increase accordingly for 7 ministries and localities (new), including: Ministry of National Defense, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Culture, Sports and Tourism, Ministry of Construction, Ministry of Ethnic Minorities and Religions, Hanoi.
The National Assembly Standing Committee also agreed to adjust a part of the 2025 central budget capital among ministries and central agencies due to the transfer of state management functions. Specifically, the Ministry of Home Affairs will reduce 381 billion VND to increase the corresponding amount for the Ho Chi Minh National Academy of Politics.
Adjusted to reduce 187.7 billion VND of the Ministry of Labor, Invalids and Social Affairs (old) to increase correspondingly for the Ministry of Home Affairs (100.8 billion VND), the Ministry of Education and Training (61.6 billion VND) and the Ministry of Health (25.3 billion VND). Adjusted to reduce 66 billion VND of the Ministry of Information and Communications (old) to increase correspondingly for the Ministry of Science and Technology (52.5 billion VND) and the Ministry of Public Security (13.5 billion VND).
