On June 24, the People's Committee of Binh Dinh province announced that at the recent 16th session of the People's Council of Binh Dinh province, the People's Council voted to pass important Resolutions.
In particular, the Resolution on the policy of arranging commune-level administrative units in the period of 2023 - 2025 has 6 commune-level administrative units (including 5 wards and 1 commune) subject to arrangement, 2 adjacent commune-level administrative units with administrative boundaries of commune-level administrative units adjusted.
Specifically, in Quy Nhon City, the natural area and population of Le Hong Phong, Ly Thuong Kiet and Tran Phu wards will be merged. After the merger, Tran Phu ward will have an area of 2.32 km2, a population of 37,997 people and 17 neighborhoods. Merging Tran Hung Dao, Le Loi and Thi Nai wards into Thi Nai ward will have an area of 2.94 km2, 35,417 people and 22 neighborhoods.
In Hoai Nhon town, the natural area and population of Hoai Hai commune will be merged into Hoai Huong ward. After the merger, Hoai Huong ward will have an area of 15.44 km2 and 28,613 people.
Mr. Ho Quoc Dung, Chairman of Binh Dinh Provincial People's Council (Secretary of Binh Dinh Provincial Party Committee) spoke and directed at the 16th session.
The meeting passed a Resolution regulating support policies for commune-level cadres, civil servants and part-time workers at the commune level who leave their jobs due to the rearrangement of commune-level administrative units in the province in the period 2023 - 2025.
Cadres, civil servants and part-time workers at the commune level who wish to quit their jobs or retire will be provided with policies and support according to Government regulations. The Provincial People's Council will issue a one-time support policy (using the provincial budget).
The 16th session passed many important resolutions, including the merger of 6 communes and wards and policies for laid-off officials and personnel.
For cadres and civil servants, the support is 12 months of salary and bonus, excluding those in charge of concurrent positions, the support level is not less than 80 million VND. For cadres and non-professional workers at the commune level, the support is 12 months of bonus allowance, the minimum level is not less than 50 million VND.
According to Mr. Ho Quoc Dung, Chairman of the Provincial People's Council, Secretary of the Binh Dinh Provincial Party Committee, in the rearrangement of administrative units, an issue arose that concerned delegates about resolving policies and rearranging jobs for people after merging 6 communes and wards.

Quy Nhon City (Binh Dinh) will merge and reduce 4 wards and communes.
Mr. Ho Quoc Dung said that after the merger, 81 employees were not reassigned, including 67 civil servants and 14 non-professional employees. Among those affected, there are commune and ward level officials and leaders who have worked for a long time, even those who have dedicated their whole lives to work and contribute. Therefore, it is necessary to calculate and arrange carefully, trying to arrange as much as possible for civil servants.
“In cases where work is not rearranged after the reorganization, we use the word “redundant”. In my opinion, using “redundant” like that is not appropriate, it will make our cadres sad and worried. Because, here there are cadres who have made great contributions, some have devoted their whole lives. It is only because we rearranged that they had to quit their jobs, not because they could not do their jobs,” said Mr. Dung.
The Chairman of the People's Council of Binh Dinh province stated that the province will try to arrange maximum work for 67 civil servants, and in case of non-professionals, the regimes and policies will be resolved according to regulations. Regarding work arrangement for 67 civil servants, the provincial authority will consider to re-arrange them to suitable positions.
Establish a "peace protection" team for villages and neighborhoods
At the 16th session, Chairman of the People's Council of Binh Dinh province Ho Quoc Dung highly agreed with the Resolution on regulations and criteria for establishing security and order protection teams for villages/neighborhoods and criteria for quantity, members and policies for the forces participating in this team. He said that members of security and order protection teams for villages and neighborhoods are very important and special. They are the ones who work regularly day and night, sometimes facing dangers to protect the peace of the people. Therefore, there should be good policies and regimes for them.
