The project aims to train at least 7,500 high-quality human resources by 2030, while investing 120 billion VND to build a semiconductor laboratory at Quy Nhon University.

According to Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang, the locality has set the goal of becoming a leading center for training, research and application of science and technology in the Central Highlands and the whole country in high-tech fields.
Specifically, the project aims to train 4,020 bachelors and engineers specializing in microchip design, packaging and testing; 1,900 people in the field of AI and ANM; 980 practical engineers, 380 microchip design engineers, 800 AI and ANM engineers; and train 2,500 engineers and bachelors in the above fields. In addition, the province also aims to train 5 PhDs and improve the capacity of 95 lecturers and experts to form a core team in training and research.
Regarding infrastructure, a shared semiconductor laboratory will be built at a cost of VND120 billion, located at Quy Nhon University, serving training and in-depth research on microchips.

In addition, the province has implemented a preferential tuition loan policy for students, with an expected loan amount of VND40 million/year, interest-free during the training period. In addition, Binh Dinh will have support mechanisms to attract leading experts such as exemption and reduction of personal income tax, housing support and working conditions.
The province will also propose that the Ministry of Education and Training assign specific enrollment targets for high-tech industries, and propose that the Ministry of Finance increase loan limits for students and exempt land rent for businesses investing in the fields of semiconductors, AI, and ANM locally.
