The above directive is included in Resolution 71 of the Politburo on breakthroughs in education and training development issued on August 22.
Among the specific tasks and solutions, the Politburo requested to review and evaluate the implementation of the General Education Program; ensure the provision of a unified set of textbooks nationwide, and strive to provide free textbooks to all students by 2030.

Along with that is focusing on building a team of teachers, standard school facilities, improving the quality of preschool and general education.
The Politburo also emphasized the need to focus resources on investing in solidifying and modernizing schools and classrooms; ensuring adequate facilities and equipment that meet standards, with special attention paid to investing in practice classrooms, STEM/STEAM experiences, play spaces, and physical training environments.
Complete the construction of a network of boarding schools in ethnic minority, disadvantaged and border areas before 2030; expand the university preparatory training system for ethnic minority and mountainous students. Ensure that each province and city has at least one specialized educational institution up to high school level.
With a vision to 2045, the Politburo sets the goal of Vietnam having a modern, equitable and high-quality national education system, ranking among the top 20 countries in the world.
The more immediate goal is that by 2030, the whole country will complete universal preschool education for children aged 3-5 and compulsory education after secondary school; at least 85% of people of the right age will complete high school or equivalent, with no province or city achieving less than 60%.
Achieved initial results in improving technological capacity, artificial intelligence and English proficiency at secondary level. The education index contributing to the human development index (HDI) reached over 0.8, in which the education inequality index decreased to below 10%.
At the university level, human resource training needs to meet the requirements of Vietnam becoming a developing country with modern industry and high average income.
The network of higher education and vocational education facilities is appropriately arranged and invested in upgrading; striving for 100% of higher education facilities and at least 80% of vocational education facilities to meet national standards, 20% of facilities to be invested in modernly equivalent to developed countries in Asia.
The Politburo requires that the proportion of people of the age group studying at post-secondary levels reach 50%. The proportion of workers with college or university degrees or higher reach 24%. The proportion of people studying basic sciences, engineering and technology reach at least 35%, including at least 6,000 postgraduate students and 20,000 people studying in talent programs.
Another goal is to elevate universities to become centers of research, innovation, and entrepreneurship for the country and regions; and to recruit at least 2,000 excellent lecturers from abroad.
Strive for at least 8 universities to be in the top 200 universities in Asia, and at least one university to be in the top 100 universities in the world in some fields by 2030.
By 2035, the Politburo requires the completion of universal high school education and equivalent; the education index contributing to the HDI index reaching over 0.85; the human capital index and research contributing to the GII index reaching above the average of upper middle-income countries.
Strive for at least 2 higher education institutions to be among the top 100 universities in the world in a number of fields according to prestigious international rankings.
Previously, Resolution 88/2014/QH13 of the National Assembly on innovation of general education programs and textbooks advocated one program, many sets of books and socialization of textbook compilation. To
Resolution 88 requires the Ministry of Education and Training to compile a set with a budget of 16 million USD from a loan from the World Bank. However, for many reasons, the Ministry of Education and Training has not been able to do this.
The National Assembly then agreed that if each subject has at least one set of textbooks that have been appraised and approved, the budget will no longer be used to compile textbooks for that subject. From 2020, the new textbook replacement roadmap will begin, with each grade level having 3 sets of textbooks for schools to choose from.
