Ministry of Industry and Trade announces adjustment of National Power Development Plan for the period 2021-2030, vision 2050

On the afternoon of April 28 in Hanoi, the Ministry of Industry and Trade held a ceremony to announce the Adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050, according to Decision No. 768/QD-TTg of the Prime Minister. Minister Nguyen Hong Dien chaired the announcement ceremony.

Attending the announcement ceremony were representatives of leaders of central ministries, branches and localities; Deputy Minister of Industry and Trade Nguyen Hoang Long and functional units of the Ministry of Industry and Trade; international organizations and associations; energy corporations (EVN, PVN, TKV) and media agencies. The conference was held in person and online, connecting to 63 provinces and cities.

At the announcement ceremony, Mr. Pham Nguyen Hung - Director of the Electricity Department announced Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister approving the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Adjusted Power Plan VIII). At the same time, he briefly introduced an overview of the contents of the adjusted Power Plan VIII.

Accordingly, the general goal of the planning is: To firmly ensure national energy security, meet the requirements of socio -economic development and industrialization and modernization of the country. To successfully implement a fair energy transition associated with production modernization, building a smart grid, advanced power system management, in line with the world's green transition, emission reduction, and science and technology development trends. To form a comprehensive energy industry ecosystem based on renewable energy and new energy.

Mr. Pham Nguyen Hung - Director of Electricity Department introduced an overview of the contents of the adjusted Power Plan VIII.

Regarding ensuring national energy security, the Plan sets a specific goal of providing enough electricity for domestic demand, meeting the socio-economic development target with an average GDP growth rate of about 10.0%/year in the period 2026 - 2030, about 7.5%/year in the period 2031 - 2050. Commercial electricity in 2030 will reach about 500.4 - 557.8 billion kWh; the orientation for 2050 will reach about 1,237.7 - 1,375.1 billion kWh. Electricity production and import, in 2030 will reach about 560.4 - 624.6 billion kWh; the orientation for 2050 will be about 1,360.1 - 1,511.1 billion kWh. Maximum capacity, in 2030 will be about 89,655 - 99,934 MW; By 2050, it will reach about 205,732 - 228,570 MW.

Ensure safe and reliable electricity supply, meeting N-1 criteria for important load areas and N-2 criteria for especially important load areas, nuclear power sources. By 2030, electricity supply reliability will be among the top 4 leading countries in ASEAN, and electricity access index will be among the top 3 leading countries in ASEAN.

By 2030, strive to have 50% of office buildings and 50% of houses using self-produced and self-consumed rooftop solar power (serving on-site consumption, not selling electricity to the national power system).

Director of the Electricity Authority Pham Nguyen Hung said that immediately after the adjusted Power Plan VIII was approved, the Ministry of Industry and Trade sent a document to the People's Committees of provinces and centrally-run cities, energy corporations, enterprises and related units to develop a plan and effectively implement Decision No. 768/QD-TTg to ensure security of electricity supply in all situations.

The conference was held in person and online connecting to 63 provinces and cities.

Speaking at the Conference, Minister of Industry and Trade Nguyen Hong Dien emphasized that in the process of developing the adjusted Power Plan VIII, the Ministry of Industry and Trade has fully complied with the provisions of the Law on Planning as well as the Electricity Law and related Laws; organized many conferences and seminars to consult with prestigious scientists and experts to make appropriate adjustments; submitted the Draft Adjustment of this Plan to the Government Standing Committee twice and reported it to the National Appraisal Council twice.

Affirming that the approval of the adjusted Power Plan VIII is an important event, Minister Nguyen Hong Dien also said that what is more important is the organization of implementation to turn the Plan into reality, avoiding interruption of power supply to ensure the country's development in the coming years.

Accordingly, in order to successfully implement this adjusted Plan, contributing to ensuring electricity security and serving the country's socio-economic development, the Minister requested ministries, localities and relevant units to focus on implementing the key tasks assigned in Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister.

First of all, for localities, the Minister suggested urgently directing the review and updating of power source and grid projects identified in Decision 768/QD-TTg into the Provincial Planning, the Provincial Planning Implementation Plan and the Planning, Land Use Plan, and related local plans, ensuring consistency with the content and scale of additional capacity allocation in the Power Plan VIII and Power Plan VIII (adjusted), complying with the order and priority list proposed to the Ministry of Industry and Trade, as a basis for receiving and implementing investment projects in accordance with the provisions of law.

The Minister further noted that, in addition to the List of power sources and grids stated in Decision 768/QD-TTg, the power planning space also includes power sources under 50 MW (mainly renewable energy sources) connected to the 110 kV grid. According to regulations, these types, both power sources and grids, are within the scope of the Provincial Planning. Therefore, the Minister requested localities to promptly implement the plan to develop the provincial power supply network so that projects have a basis for implementation. Along with that, urgently organize the implementation of the work of approving investment policies, selecting investors of power projects according to authority and arranging land funds for the development of power works according to the provisions of law.

Localities urgently complete the selection of investors for key LNG Nghi Son, Quynh Lap, and Ca Na projects by the end of the second quarter and the beginning of the third quarter of this year; LNG Hai Phong, Cong Thanh, Vung Ang 3, Quang Trach 3, and Hiep Phuoc 2 projects need to urgently complete the approval of project investment policies and select investors by the end of the third quarter and the beginning of the fourth quarter of 2025 at the latest for prompt implementation. At the same time, proactively coordinate closely with investors to effectively carry out site clearance, compensation, resettlement, and relocation for power source and grid projects according to regulations; actively support and create favorable conditions for investors and contractors during the construction process, ensuring the completion of power projects on schedule. Project progress must be considered a decisive factor for national energy security.

The Minister also requested that localities focus on resolving difficulties and obstacles for renewable energy projects in accordance with the spirit of Resolution 233/NQ-CP of the Government; at the same time, strengthen inspection and supervision of investors to properly implement the progress of power source and grid projects in the area, promptly remove obstacles arising during project implementation; proactively propose to replace slow-moving and slow-progressing projects with other more feasible projects (including projects on the list expected to be put into operation in the 2031-2035 period) to ensure the electricity supply plan according to the approved Plan.

Minister Nguyen Hong Dien emphasized that currently, the Plan has been adjusted and supplemented with development space, the legal corridor is complete, so the successful implementation of the 8th Power Plan depends mainly on the efforts of localities and the real capacity of investors.

The Minister requested that ministries and branches, according to their assigned functions and tasks, actively coordinate with the Ministry of Industry and Trade to research, continue to review, amend and supplement relevant legal regulations, especially policies related to financial mechanisms and electricity prices (generally operating according to market mechanisms). According to the Minister, there should be a strong enough and attractive enough mechanism to encourage the development of energy sources, especially renewable energy and new energy to serve domestic needs and exports.

For the functional units under the Ministry, Minister Nguyen Hong Dien requested the units to focus on doing a good job of communication and widely disseminating the core contents of the adjusted Power Plan VIII to all levels, sectors, business communities, investors, domestic and international development partners to create social consensus, unification of vision, development orientation and action, and determination to successfully implement the goals and tasks set out in the plan.

At the same time, preside over and coordinate with relevant localities and units to accelerate the progress of synthesizing, developing, and submitting to the Prime Minister for promulgation the Plan for implementing the adjusted Power Plan VIII, ensuring publicity, transparency, unity, and synchronization in the implementation process; perform well the management function, guide localities and enterprises in implementing projects in the plan.

The Minister also requested that units need to advise on the promulgation and strict implementation of institutions on discipline and compliance in the implementation of planning; regularly inspect and monitor the implementation of power source and grid projects to promptly propose solutions to ensure progress according to approved planning; resolutely propose to replace projects that are slow to implement or behind schedule according to regulations, absolutely not to affect national energy security.

Focus on effectively implementing the Electricity Law (amended) and decrees and circulars guiding the implementation of the Law; at the same time, continue to research and proactively advise competent authorities to promptly amend, supplement and promulgate new regulations, mechanisms and policies to perfect the policy and legal framework on electricity development, ensuring consistency and feasibility; especially the policy and mechanism for developing renewable energy, new energy, using electricity economically and efficiently, and the mechanism and policies to encourage domestic enterprises to participate in developing the energy industry, manufacturing electricity equipment to enhance independence, autonomy and reduce electricity costs.

For Groups and Corporations in the energy sector, the Minister suggested focusing resources and proactively and actively coordinating with localities to accelerate the implementation of assigned power projects; promptly propose competent authorities to consider removing difficulties and legal problems in project implementation, ensuring the approved progress according to the plan.

The Minister requested EVN to continue reviewing and adjusting the price framework for electricity types to be closer to the actual market developments and attractive enough for investors. EVN and local electricity companies need to urgently build a synchronous transmission system for both inter-regional and intra-regional transmission. At the same time, focus on accelerating the negotiation progress to be able to implement the Ninh Thuan 1 Nuclear Power Project and key power source projects already in the planning.

Minister Nguyen Hong Dien also requested that PVN, TKV, and Dong Bac Corporation review and fully implement to ensure adequate supply of primary materials for electricity production; at the same time, actively and proactively deploy and ensure the progress of the Ninh Thuan 2 Nuclear Power Project and other assigned power source and grid projects.

With its assigned functions and tasks, the Ministry of Industry and Trade commits to always accompany and closely coordinate with relevant ministries and branches to create the best and fastest conditions, promptly remove difficulties and obstacles (if any) so that localities and investors can accelerate the progress of project implementation, ensure electricity supply security, and serve the country's socio-economic development.
