On July 31, Minister of Industry and Trade Nguyen Hong Dien chaired a meeting with units on sending officials to lead and manage departments and divisions on business trips to localities to implement the task of reorganizing the two-level local government apparatus in the field of industry and trade.
Support localities to effectively implement decentralization and delegation of authority
According to Minister Nguyen Hong Dien, sending leaders on business trips to help localities carry out tasks that the Central Government and the Ministry have authorized and decentralized since July 1 in the field of industry and trade.
Emphasizing that this is an extremely necessary decision at this time, Mr. Dien said that the implementation of the goal of administrative reform and operation according to the two-level government model can only be achieved when the institution is perfected, the apparatus and personnel are arranged and implemented synchronously.
Accordingly, at the meeting , Director of the Department of Organization and Personnel of the Ministry of Industry and Trade Tran Quang Huy announced Decision 2172 on sending leaders and managers on business trips to localities.
Sending officials and civil servants to localities aims to strengthen their grasp of the situation and continue to implement tasks on reorganizing the two-level local government apparatus and decentralizing power in the fields of industry and trade.
According to the minister, the industry and trade sector has decentralized up to 52% of its tasks to the provincial and communal levels. Therefore, sending department and division managers to help the grassroots level aims to grasp the actual situation and evaluate the ability to perform tasks according to decentralization. From there, they can contribute ideas and make recommendations to the grassroots level on personnel arrangement and assignment, and provide guidance and professional assistance to the staff.
The officers sent on business trips also aim to detect shortcomings in regulations, thereby perfecting legal policies; making proposals on personnel work, training, and professional development for officers, or implementing policies to recruit officers from excellent graduates and young scientists to carry out tasks.
Organize professional training, with instruction manual
To achieve the above results, Mr. Dien requested that the cadres who go to the grassroots level must be responsible for grasping, assessing the situation, and providing professional guidance to the fields. Focus on spending time in August and the following months to work and help the grassroots level carry out state management tasks.
In addition, from the work of grasping the grassroots, the Ministry of Industry and Trade will organize professional training, skills and professional training every week for commune and provincial level officials, especially in market management and import-export.
At the same time, Minister Dien requested relevant units to review and complete professional guidance documents for provincial and communal officials, post them on the electronic information portal of the Ministry of Industry and Trade and the National Public Service Portal, and print them into a handbook for the industry and trade sector.
