On April 24th, the Ministry of Industry and Trade issued công văn (official document) No. 2904-KH/BCT on the Plan for Organizing the Fifth Vietnam Book and Reading Culture Day - 2026. The aim is to promote and raise awareness among officials, civil servants, and employees throughout the industry and trade sector about the role and significance of books and reading culture in learning, research, critical thinking, improving the quality of state management and public service. Through this, it contributes to building a healthy, professional, and modern public service culture; encourages self-learning, self-training, and self-updating of knowledge; and fosters pride in the traditions, history, and core values of the industry and trade sector.

Affirming the role and significance of books and reading culture.
The propaganda theme is "Spreading a reading culture and a culture of public service, promoting innovation and digital transformation in the Industry and Trade sector." The propaganda message clearly states: Widely disseminate information about the position, role, and significance of books and reading culture in cultural development and building Vietnamese people in the new era. Simultaneously, affirm that reading culture is one of the important foundations for cultivating thinking, character, resilience, self-learning spirit, creative capacity, and aspirations for advancement in each official, civil servant, and employee.
Focus on spreading values such as patriotism, responsibility, honesty, solidarity, discipline, creativity, self-learning, and self-improvement; link the development of reading culture with building a healthy, professional, and modern workplace culture; and contribute to the formation of a workforce of officials in the Ministry of Industry and Trade with knowledge, public service ethics, professional competence, and a spirit of service.
Promote communication about the role of reading, researching, and lifelong learning in improving the quality of policy advice, state management, digital transformation, administrative reform, science and technology development, innovation, and international integration within the Ministry of Industry and Trade. Encourage each agency and unit to build reading spaces, bookshelves, shared document catalogs, and knowledge-sharing sections. Foster the spirit of "read a little each day, learn something new each week, spread a positive value each month," gradually making reading a regular part of daily life within agencies and units.
Creating a reading culture space.
According to the plan, the focus will be on building a reading culture space at the main headquarters of the Ministry of Industry and Trade, such as: organizing book spaces, bookshelves, or reading corners at the Ministry's headquarters and affiliated units; displaying and introducing valuable books and documents on the history and traditions of the Industry and Trade sector; legal books related to the Ministry's specialized fields and other relevant legal documents. Specialized books will cover: industry, trade, energy, logistics, import and export, international integration; e-commerce, digital transformation, innovation, green transformation, etc., to support professional work, research, and information retrieval.
Encourage the introduction of publications, documents, research topics, in-depth reports, professional handbooks, and knowledge products compiled, collected, or regularly used by units within the Ministry of Industry and Trade. The goal is to establish a reading culture space at the Ministry of Industry and Trade's headquarters, including a space for displaying and introducing books. In addition, an online library should be developed to systematize materials and provide and update legal documents, mechanisms, and policies in the field of industry and trade in a systematic manner to readers.
Organizing activities to respond to the call at agencies and units: Agencies and units under the Ministry, based on their functions, tasks, and actual conditions, should organize activities to respond to the call in appropriate forms such as: Developing a list of "recommended books" according to each field of work. Launching the movement "a reading space in each department/office"; "One professional book for each staff member". Establishing specialized book collections to serve the work, research, and self-study needs of officials, employees, and workers of the agency.
Organizing competitions and interactive activities within the school system: Promoting a reading culture in schools through Youth Union activities, linked to key topics such as: Organizing seminars and thematic discussions on: building reading habits; self-learning culture for trade and industry employees and knowledge sharing in a modern work environment; the role of reading culture in building new human resources for the trade and industry sector; applying digital transformation in work to improve the efficiency of civil servants and public service...
Book Donation, Book Donations, Book Collection: Launch a campaign to donate and give professional, skills-based, legal, digital transformation, management, and foreign language books to agency libraries, trade union book collections, youth book collections, and reading corners at units. Encourage the development, supplementation, and effective maintenance of unit book collections, shared book collections, electronic document catalogs, and QR codes for accessing documents.
Regarding implementation, the Ministry's Office is tasked with coordinating with the Industry and Trade Publishing House to display banners, posters, and celebratory signs at the Ministry's headquarters. They will coordinate the implementation, organize the plan, and guide, monitor, and urge units to carry out the activities. The agencies and units under the Ministry will organize activities and content in response to Vietnam Book and Reading Culture Day; promote and disseminate reading culture and require officials, employees, and workers to build specialized libraries to enhance professional and specialized knowledge to serve the unit's work.
Schools, institutes, and centers under the Ministry: Develop and implement plans to organize Vietnam Book and Reading Culture Day in accordance with actual conditions; strengthen information and communication efforts among staff, lecturers, students, and workers. The Vietnam Trade Union of Industry and Trade directs its affiliated trade union organizations to encourage union members and workers to participate in Vietnam Book and Reading Culture Day, and to regularly read books to improve their professional skills...
According to the plan, the peak period for these activities will be held from April 17, 2026 to May 1, 2026.
The implementation content is required to closely adhere to the spirit of Resolution No. 80-NQ/TW on cultural development; and Directive No. 04/CT-TW dated March 17, 2026, of the Party Central Committee on strengthening the Party's leadership over publishing activities in the new situation.
