Accordingly, considering the proposal of the Ministry's Office in the Submission dated May 9, 2025 on the report on the results of scoring the Administrative Reform Index (Parindex) of the Ministry of Industry and Trade in 2024, the Minister of Industry and Trade has the following instructions:
Improve the effectiveness of administrative reform
Units under the Ministry continue to thoroughly grasp and seriously and effectively implement the policies and directions of the Government, the Prime Minister and the Ministry's leaders on administrative reform; promptly take measures to overcome the shortcomings and limitations pointed out by the Government's Steering Committee for Administrative Reform when determining the 2025 Administrative Reform Index of the Ministry of Industry and Trade.
Concentrate resources to organize the implementation of assigned tasks in the administrative reform programs and plans of the Government and the Ministry, ensuring the set progress and quality.

Pay special attention to completing on time and with quality the tasks assigned in the Work Program of the Government, the Prime Minister and the plans for developing legal documents approved by the Ministry's leaders according to the provisions of Circular No. 21/2025/TT-BCT dated April 30, 2025 regulating the work of developing, promulgating and organizing the implementation of legal documents of the Ministry of Industry and Trade, avoiding arrears, slow progress, affecting the results of the Ministry's Parindex.
Strengthen the review and systematization of legal documents in the management field to promptly detect and advise on the handling of contradictory, overlapping or no longer suitable regulations with reality or against the law; at the same time, proactively advise on the development, amendment, supplementation and improvement of institutions, mechanisms and policies, contributing to improving the effectiveness and efficiency of state management in the assigned fields.
Proactively advise and submit to the Ministry's leaders the Decision to promulgate administrative procedures for legal documents containing regulations on administrative procedures immediately after the documents are issued, ensuring the prescribed deadline; at the same time, publicly, fully and timely post administrative procedures within the scope of the assigned management functions of the unit at the place where administrative procedure records are directly processed.
Proactively advise on promoting decentralization in handling administrative procedures in the assigned fields for localities, along with strengthening inspection and control of decentralized activities, ensuring effectiveness and efficiency according to the provisions of law.
Promoting digital transformation
The announcement also clearly stated that it is necessary to promote the provision and implementation of online public services throughout the administrative procedures managed by units under the Ministry; in which, it is necessary to promptly complete on schedule and with quality the restructuring of processes, integration, and provision of online public services on the National Public Service Portal for administrative procedures.
Conduct a good review and assessment of the conformity of administrative procedures with requirements and standards when registering to upgrade to online public services at different levels, ensuring the effectiveness of online public services after upgrading.
Continue to strictly implement digital signature, sending and receiving documents and processing work records in the electronic environment (especially for the iMOIT system, MOIT Email), meeting work requirements in the new situation according to the assessment criteria of the Government's Administrative Reform Index.
Proactively grasp and promptly handle issues related to the management field, which are of interest to public opinion and reflected, ensuring compliance with state regulations and in accordance with practical situations; at the same time, closely coordinate with media agencies inside and outside the Ministry to promote information and propaganda work on direction and operation activities and the situation and results of administrative reform work at the unit as well as of the Ministry, creating social consensus.
Strictly carry out the work of inspecting and evaluating the quality of service for people and businesses in handling administrative procedures to provide public services at the unit. Urgently review, revise, supplement or issue new internal work processing procedures of the unit, clearly defining the processing time, responsibilities of each stage, department, and individual involved, ensuring the quality of consultation and the time to process assigned work.
