Ministry of Education and Training proposes merging small-scale kindergartens and primary schools

The Ministry of Education and Training stated the principle of not merging kindergartens with general schools; not merging regular education facilities with general schools when rearranging educational facilities; and proposed merging small-scale kindergartens and primary schools in the same commune.

The Ministry of Education and Training has just sent a draft guide to arrange and organize kindergartens and general schools in accordance with the two-level government, seeking opinions from the Ministry of Justice , the Ministry of Home Affairs, the Ministry of Finance and the provinces and cities. Accordingly, the Ministry of Education and Training requested the provincial People's Committee to direct a unified basic viewpoint to keep the existing high schools, middle schools, primary schools, inter-level schools, and public kindergartens intact, and propose arrangements and adjustments if deemed necessary in a convenient direction to serve the needs of the people and students.

The Ministry of Education and Training recommends not merging kindergartens with general schools when arranging educational facilities.

The draft states the principle that when reviewing and merging educational institutions, it must ensure that there is no reduction in access to education; safety and convenience in the process of going to school for learners; and that mergers are not carried out if the geographical distance between the place of residence and the school is too far or the traffic conditions are not suitable. There must be a clear roadmap, specific plan, and consultation with the community and relevant parties to minimize disruption and impact on the management team, teachers, staff, and learners.

Only merge schools and school sites within a commune; prioritize retaining schools with favorable conditions (facilities, traffic, concentrated population); dissolve separate schools that do not meet standards and operate ineffectively.

Ensure that each commune has at least one kindergarten, one primary school and one secondary school. In special cases, a combined primary and secondary school may be established, but separate areas must be arranged for each level to ensure teaching and learning conditions.

The Ministry of Education and Training also requires localities not to merge kindergartens with general schools; not to merge continuing education facilities with general schools...

The Ministry of Education and Training also proposed prioritizing models of inter-level primary and secondary schools in sparsely populated areas or areas with difficult transportation conditions. At the same time, consider merging kindergartens and merging small-scale, substandard primary schools in the same commune according to a suitable roadmap.

Retain schools and school locations with favorable conditions (facilities, traffic, population), dissolve substandard and ineffective satellite schools; concentrate children, students and trainees to main schools with standard facilities.

Reorganize continuing education centers, vocational education centers - continuing education to ensure compliance with lifelong learning needs and management models at provincial and commune levels.

Currently, the country has more than 23 million preschool and primary school students with more than 12,100 primary schools, 10,700 secondary schools, and 2,455 high schools. According to current regulations, the standard for preschools is to have at least 9 groups and classes (each group has 20-35 students); the maximum is 30 groups. At the primary level, the minimum number of classes is 10 (each class has 35 students), the maximum is 30 classes; in disadvantaged areas, it is 5 classes.

Ensuring working conditions for teachers after reorganization

The Ministry of Education and Training recommends that localities arrange and reasonably organize the team of managers, teachers and staff for preschool, general education and continuing education facilities according to the job position plan; ensuring balance between education levels and types of educational facilities.

Ensure working conditions (official housing, transportation, IT infrastructure) for teachers and managers after the reorganization. Fully implement policies and regimes for managers, teachers, preschool, general education and continuing education staff affected by the reorganization (job transfer, retirement, downsizing, resignation...).

Establishing a vocational training center equivalent to high school level

The Ministry of Education and Training requested the Departments of Education and Training to direct the arrangement and consolidation of vocational education centers and continuing education centers into vocational training centers equivalent to high school level under the Department of Education and Training to provide public services in inter-commune areas; ensure no more than 3 vocational schools to train skilled workers to serve socio -economic development and attract local investment.
