Hanoi is recruiting teachers for the new school year. The Department of Education and Training said that there are many candidates, with up to 70-80 people registering for some subjects while there is only one quota.

On September 25, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the city is recruiting teachers for educational institutions under the department. The good news is that the recruitment source is abundant, with more than 800 teachers recruited but nearly 8,000 candidates registered for the recruitment.

"There is a subject with only 1 recruitment quota but there are 70-80 candidates registering. The recruitment source is huge from new graduates," said Mr. Cuong.

With the advantage of recruitment sources, Mr. Cuong is confident that Hanoi will increasingly have a team of teachers with sufficient quantity and quality to meet the increasingly high demands of the top education sector in the country.

Previously, in August, the Hanoi Department of Education and Training announced the opening of a recruitment campaign for civil servants to teach and serve teaching at public educational institutions under the department in 2025.

According to the Hanoi Department of Education and Training, the recruitment aims to supplement civil servants to teach and serve teaching at public institutions under the department, ensuring quality, sufficient quantity, and correct structure, contributing to building a team of civil servants in the education sector, meeting the requirements and tasks of education and training of the city.

Of the 942 recruitment targets, there are 848 teachers (828 high school teachers, 11 middle school teachers, 9 primary school teachers) and 94 staff.

Candidates must meet general conditions and specific standards and conditions on professional qualifications and skills for civil servants according to job position and specialized professional title.

Regarding the recruitment form, the Hanoi Department of Education and Training applies the recruitment form according to Decree No. 115/2020/ND-CP and Decree 85/2023/ND-CP of the Government regulating the recruitment, use and management of civil servants.

Round 1 checks the application conditions on the application form according to the requirements of the job position to be recruited. If qualified, the applicant will be allowed to participate in round 2; round 2 includes professional and specialized subjects.

The time for receiving registration is from August 18 to September 16 at the Department of Education and Training. According to the plan, the written exam for specialized professional subjects will be held on October 12.

Regarding the recruitment of teachers when implementing the two-level local government model and after the Law on Teachers, Minister of Education and Training Nguyen Kim Son said that immediately after the National Assembly passed the Law on Teachers, the Ministry of Education and Training proactively built a system of documents guiding its implementation.

Regarding teacher recruitment, the Ministry of Education and Training is drafting a circular with the direction of assigning the Department of Education and Training to take the lead in implementation, or advising the Provincial People's Committee to decentralize and authorize in accordance with local realities.

The above approach ensures the implementation of the policy of reducing intermediaries, synchronizing recruitment quality (one-time recruitment can be registered for admission to many schools based on exam and review results), saving costs, increasing opportunities for recruitment participants; at the same time, contributing to overcoming the situation of local surplus and shortage of teachers as well as ensuring the structure of the team according to grade level, subject, and educational activities.

Besides, according to Mr. Kim Son, the Ministry of Education and Training is building a decree detailing a number of articles of the Law on Teachers, including regulations on the content and form of teacher recruitment.

It is expected that the recruitment will include 2 rounds of exams, in accordance with current regulations on civil servant recruitment.

"However, the second round on expertise and profession will be designed differently, closely following the actual process of teaching and education activities, ensuring correct assessment of pedagogical capacity and professional skills of candidates at each level of education and training.

This is expected to be an important innovation, aiming to overcome previous limitations when applying the general mechanism for civil servants without taking into account the specific characteristics of the teaching profession," the Minister of Education and Training shared.
