According to the Ministry of Education and Training, the 2026 high school graduation exam will remain stable in 2025. However, the 2026 exam will have some adjustments to ensure compliance with the 2-level local government management model and the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus, and the continued application of information technology in the exam organization stages.
Integrate multiple types of exam-related documents
Specifically, according to the Ministry of Education and Training, first of all, amend the regulations related to inspection and testing in the high school graduation exam to ensure compliance with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.
Adjust some regulations and procedures for organizing the exam to ensure more suitability and convenience for units in the context of restructuring provincial administrative units such as: Exam registration files are only stored at high schools; Integrate exam notices and exam cards into one type called "Exam Notice" and issued by the high school where the candidate submits the exam registration file; Integrate the Temporary Graduation Certificate and the Exam Result Certificate into "Exam Result Certificate" and issued by the high school where the candidate submits the exam registration file.
The 2026 high school graduation exam is expected to be held on June 10-11.
All papers with changed scores during the review process must be discussed.
Reduce the time for receiving appeal applications to announce appeal results sooner and facilitate the admission work of universities and vocational training institutions.

Continue to strengthen the application of information technology in exam organization, optimizing data transmission between exam councils and the Ministry of Education and Training through the exam management system to reduce manual work (sending CDs by post ) and contributing to increasing processing speed.
Submit to the Government a project to take graduation exams on computers from 2027
At the conference, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, informed about the preparation process for organizing the exam on computers. In September, the Ministry of Education and Training established a Steering Committee and a Drafting Committee to develop a Project to organize the high school graduation exam on computers to submit to the Prime Minister for approval.

Work to be completed in the coming time includes:
From October 2025 to March 2026, deploy the project to organize the High School Graduation Exam on computers.
April-May 2026: Test computer-based exam questions with a scale of about 100,000 candidates; this test is also part of the process of building an exam question bank. The test also serves as preparation for large-scale computer-based exams.
July 2026: Submit to the Government for consideration and promulgation of the Project on organizing high school graduation exams on computers.
August 2026: Review facilities and necessary conditions nationwide to have a roadmap for implementing computer-based exams.
October-December 2026: Issue procedures and regulations for computer-based testing. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.
April-May 2027: Organize testing of exam questions at locations planned to hold computer-based exams; Organize testing of exam questions on a large scale according to the process of building an exam question bank
June 2027: Organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.
The Ministry of Education and Training will soon issue plans, guidelines, training materials, and decisions on establishing inspection teams. Continue to direct the improvement of the quality of inspection work, especially cross-inspection and in-depth inspection.
For in-depth inspection of exam preparation work: It is possible to mobilize people from the Department of Education and Training, higher education institutions (HEIs), and vocational education institutions to participate (instead of civil servants of the Ministry of Education and Training);
Regarding the inspection of exam invigilation: Mobilize more higher education institutions and other vocational education institutions to participate (do not increase the total number of people, but increase the number of educational institutions, so each higher education institution will not have to send as many people as in 2025, reducing costs);
For graduation recognition testing: Digital diploma issuance can be additionally tested.
Continue to improve and enhance the application of information technology in training, testing, organizing inspection teams, etc. Build an information technology system to support quick reporting, reduce manual work, and improve management efficiency.
For localities
Actively review the annual exam preparation work, self-check and self-adjust before the exam to ensure absolute exam safety. - Continue to enhance professional training for those involved in exam organization, inspection and testing. Conduct effective and substantive inspection/checking of all stages of the exam.
For higher education and vocational training institutions
Strengthen training in exam preparation skills for staff and lecturers. Enhance responsibility in participating in the inspection of exam stages according to the mobilization and assignment of the Ministry of Education and Training.
