Therefore, training institutions must be responsible and must explain the reasons for choosing different admission methods for the same major, group of majors and the correlation between the methods.
Similarly, when a training institution selects many different admission combinations for the same major, it must ensure the ability to assess equivalent competencies for candidates.
Therefore, the admission regulations require training institutions to develop equivalent conversion rules to determine reasonable admission scores according to each admission method and combination, instead of letting the admission score depend entirely on the quota allocated to each admission method and combination as in previous years.

- The conversion framework provided by the ministry is to guide and support training institutions in building their own conversion rules conveniently, in accordance with the characteristics of the training sector, while ensuring a unified approach within the system, not to guide candidates to convert their own scores.
At the same time, the ministry also requires that the institutions that organize separate exams must participate in specifying these conversion frameworks, in accordance with the characteristics of each exam and the exam results in 2025.
Due to the characteristics and nature of different exams, the establishment of a general conversion framework requires considering many factors, both scientific and practical, and applicability.
The Ministry of Education and Training has established a team of consulting experts including domestic and foreign experts and scientists in education, testing, mathematics and statistics... and people with many years of direct experience in university admissions.
The team of experts has thoroughly and comprehensively researched world experience and related analytical and statistical models, research works and built a consulting report.
Based on the report of the consulting expert group and the principles of equivalent conversion, the percentile method is considered the most suitable currently for equivalent conversion of admission scores when using many types of exam scores for the same major or group of majors.
* The Ministry of Education and Training affirms that high school transcript scores do not reflect the assessment results on a unified national assessment scale, so building a common conversion framework is meaningless. So if training institutions use the transcript review method for admission, how will they convert the equivalent scores?
- In the admission guidelines, the Ministry of Education and Training has provided an equivalent conversion framework, including the conversion between admission scores based on the results of individual exams within each score range to equivalent admission scores based on high school graduation exam results.
For transcript scores, the ministry will publish statistics on the correlation between high school graduation exam scores and average high school subject scores.
Training institutions base on statistical data of subjects, and at the same time base on the training institution's own data (such as the correlation between learning outcomes and entrance scores of learners admitted by different methods in previous years...) to determine the difference in admission scores for each combination and score range.

- The Ministry of Education and Training has announced the equivalent conversion framework for admission scores and entrance thresholds along with the 2025 enrollment guidelines.
According to regulations, training institutions can use many admission methods, so the guidance focuses on training institutions developing and announcing rules for converting equivalent admission scores for majors/groups of majors with many admission methods; the development must be based on scientific and practical grounds, closely following this guidance.
In case of any unreasonable or inconsistent with the instructions, schools will have to make appropriate adjustments.
In addition, the conversion rule for equivalent admission scores applies to candidates in the same training program, major, or group of majors at a training institution. At the same time, one of the principles for developing conversion rules is to be based on actual input requirements.
Different training institutions will have different requirements for the basic, core knowledge of the field of study. In addition, different training institutions may have different recruitment sources. Therefore, one training institution may value or have higher requirements for one type of score than another training institution.
Note that fairness in admission means that candidates applying for the same major or group of majors at a training institution are treated fairly, including ensuring that the admission scores between different methods are equivalent, not related to the conversion of different scores between schools.

The Ministry of Education and Training's guidelines are framework in nature. Based on this conversion framework, training institutions will have to analyze data and determine conversion rules. This conversion table can only be obtained after the results of the 2025 high school graduation exam are available along with the results of the competency assessment exams, thinking assessment exams...

Suggestions for schools to convert admission scores
The Ministry's instructions have become more and more specific. On the scale of a large number of candidates taking the exam, the Ministry's provision of the percentage of candidates achieving the score ranges of each method will be a good enough suggestion for schools to have a basis for accurate and fair conversion.
With the conversion of equivalent scores between groups, it will have to be more detailed, the number of candidates is not equal between groups. If we just follow the suggested data of the ministry, the learning results of students from the admission methods of previous years, the explanation of schools to society will be very easy.
