Ministry of Education and Training gives reasons for proposal to abolish junior high school graduation certificate

(PLVN) - The Ministry of Education and Training believes that abolishing the junior high school diploma will not affect the rights and obligations of learners. This is consistent with the policy of organizing two-level local government.

The Ministry of Education and Training has just announced the Draft Law amending and supplementing a number of articles of the Law on Education to solicit public comments. The time for collecting comments is from now until July 9, 2025.

In the Draft, in the diploma system, the Ministry of Education and Training abolishes the junior high school diploma, and assigns educational institutions to confirm completion of the junior high school program.

According to the Ministry of Education and Training, this is to ensure compliance with the policy of organizing two-level local government, according to Conclusion No. 137 dated March 28, 2025 of the Politburo and Secretariat.

At the same time, it is consistent with the goal of universal education; as well as consistent with the current international trend, when many developed countries (USA, Canada, UK, Australia, Finland) do not issue junior high school diplomas but use the Principal's confirmation of learning results in lower grades to consider studying at higher levels or stream.

The Ministry of Education and Training believes that confirming the completion of the secondary school program will not affect the rights and obligations of learners (amended accordingly in Article 34 of this Law and the Law on Vocational Education if there are relevant regulations).

The draft also proposes to grant the authority to grant graduation certificates to the heads of educational institutions. Specifically, the Principal of a secondary school shall confirm the completion of the secondary school curriculum instead of the Head of the District Department of Education and Training. The Principal of a high school shall grant high school graduation certificates instead of the Director of the Department of Education and Training.



  • In addition, the Draft removes the concept of secondary school, changes it to vocational secondary school and adds vocational secondary school as a level of education in the national education system. Vocational secondary schools will integrate vocational knowledge and high school curriculum knowledge.

    Accordingly, in the vocational secondary school program, students have 2 options: to be granted a primary vocational certificate or a secondary vocational certificate. After finishing grade 9, students have 3 options: to enter high school, to study vocational secondary school with a primary certificate or to study vocational secondary school with a secondary vocational certificate.

    The Ministry of Education and Training stated that the above amendments and supplements create opportunities for learners to have more options after secondary school, create opportunities for transfer learning... and are consistent with UNESCO's systematic approach...
