Ministry of Education and Training responds to Quang Nam voters about streamlining education sector staff

According to voters' recommendations, the implementation of streamlining the payroll according to general requirements is facing many difficulties for theeducation sector, because the characteristics of the teacher's profession are teaching and educating according to grade level and subject; the number of streamlined payrolls leads to difficulties in arranging and assigning teachers according to standards and training expertise. It is recommended that the Ministry of Education and Training advise the Government on appropriate solutions to streamline the payroll for this sector.

Regarding this issue, the Ministry of Education and Training said that streamlining the payroll is a major policy of the Party, the State and the entire political system. However, localities need to have a flexible roadmap and implementation solutions, suitable to the actual conditions of the locality, ensuring a reduction in the number of people receiving salaries from the state budget and the principle of "where there are students, there must be teachers in the classroom" in an appropriate manner.

Do not mechanically reduce the number of teachers assigned by competent authorities to streamline the payroll; strengthen the socialization of education to reduce the number of people receiving salaries from the state budget.

The Prime Minister issued Directive No. 32 dated December 25, 2023 on continuing to promote fundamental and comprehensive innovation in general education. Accordingly, it directs localities to recruit teachers to ensure sufficient staffing levels assigned by competent authorities.

Propose that Quang Nam province has a plan to prioritize staffing for the education sector. At the same time, organize the recruitment of all assigned teacher positions in accordance with the spirit of Directive No. 32 dated December 25, 2023 of the Prime Minister. In case there are not enough teachers, arrange resources for contracts according to Decree No. 111 dated December 30, 2022 of the Government, ensuring the correct number of teachers for each class according to regulations.

The Ministry of Education and Training has been and is continuing to coordinate with the Ministry of Home Affairs to conduct research to advise the Government and competent central agencies on guidelines for streamlining the education sector's staff in accordance with the actual conditions of regions and localities.
