Ministry of Education and Training abandons proposal to exempt tuition fees for teachers' children

In the latest draft Law on Teachers submitted to the National Assembly, the Ministry of Education and Training (MOET) has dropped the proposal to exempt tuition fees for teachers' children.


After receiving comments, the Ministry of Education and Training has removed from the draft Law on Teachers the content regulating the policy of exempting tuition fees for teachers' children.

Previously, Dai Doan Ket Newspaper reported that the Ministry of Education and Training had asked the National Assembly for opinions on the draft Law on Teachers. One of the notable points in this draft is the proposal that the State will pay tuition fees for biological and legally adopted children of teachers who are working from kindergarten to university.

Based on the age of teachers and the estimated age of their children, the estimated expenditure is about 9,200 billion VND per year. The exemption is applied in publiceducational institutions, not yet applied in private educational institutions.

Regarding this proposal, on the evening of October 24, information from the Ministry of Education and Training said that regulations on regimes and policies for relatives of cadres, civil servants and public employees are often proposed to be regulated for some sectors and fields with specific characteristics. For example, regulations are already in place for the People's Public Security Forces and officers of the Vietnam People's Army.

Specifically, relatives of non-commissioned officers and conscripts are entitled to the regimes and policies prescribed for relatives of non-commissioned officers and soldiers serving in the people's armed forces (Law on People's Public Security); fathers, mothers, legal guardians of husbands and wives, wives or husbands and children under 18 years old of officers on active duty who do not have health insurance are entitled to free or reduced medical examination and treatment at military and civilian medical facilities according to Government regulations (Law on Officers of the Vietnam People's Army).

The Ministry of Education and Training said that with the view of building the Law on Teachers to create policies, including some breakthrough policies, creating conditions for teachers to develop as well as enhancing the professional status of teachers to attract talented people to the industry, right from the first draft widely published for comments, the Drafting Committee proposed a policy to support tuition fees for teachers' children and other policies to ensure social security for teachers.

During the consultation process, this policy received much support from teachers across the country.

Also according to the Ministry of Education and Training, during the process of reviewing and adjusting the draft Law on Teachers through the stages of consulting with competent authorities, this policy continues to be proposed and has a financial impact assessment to calculate the resources for implementation. This is a mandatory process in the development of the Law on Teachers. In particular, the estimate of the amount of money paid for teachers' children is based on the average tuition fees at all levels according to current regulations.

The estimated number of teachers’ children benefiting from this policy is calculated based on the number of teachers with children of school age from kindergarten to university. The number given is an estimated number and will continue to be reviewed for appropriate adjustments.

The Ministry of Education and Training said that immediately after the proposed proposals (especially regarding funding) were announced, the Drafting Committee received many comments and criticisms from public opinion regarding this content.

"With the spirit of seriously listening to comments and feedback to make timely adjustments if there is sufficient basis, after receiving comments, the Ministry of Education and Training has removed from the draft the content of the regulation on tuition exemption policy for teachers' children," the Ministry of Education and Training informed.
