The Ministry of Education and Training is inspecting the tuition fees of universities.

This is one of the directives issued by the Ministry of Education and Training in its guidance document on establishing inspection teams to review student admissions at universities and teacher training colleges.

The Ministry of Education and Training stated in its guidance document that the goal of this inspection is to help training institutions comply with admission regulations and to detect and handle any violations.

The Ministry of Education and Training is conducting inspections and audits on six main areas.

Firstly, an inspection will be conducted on the development and issuance of admission regulations, such as admission rules, admission guidelines, admission procedures, and admission results for each method, level, major, and group of majors for the two preceding years.

Secondly, there should be an inspection of the process of determining enrollment quotas and minimum admission scores for various majors, especially the minimum scores for teacher training and health-related fields.

Thirdly, audit information regarding training costs, tuition fees, admission service fees, and other service fees for the entire course and for each academic year.

Fourth, inspect the organization of the entrance examination (facilities serving the exam, composition of the examination board, examination board committees, examination format, etc.). In addition, check whether the regulations regarding exam question preparation, printing, copying, security, delivery, receipt, transportation, and protection of exam questions, as well as the grading process, are being followed correctly.

Fifth, inspection of the admission process (content, time, admission fees, process for determining admission scores, public announcement of admission results, list of admitted candidates, process for printing and sending admission notices, summoning admitted candidates...).

On Friday, inspectors will check the admission process and receive the documents of successful candidates.

The Ministry of Education and Training has assigned the Chief Inspector of the Ministry the authority to decide on the establishment of inspection teams to examine the student admission process.

Previously, the Vietnam Aviation Academy was ordered to refund over 56 billion VND in tuition fees to students due to "overcharging" over the past two years.

Specifically, in April 2021, the Ministry of Education and Training requested that ministries, sectors, and localities maintain tuition fees at the same level as the previous academic year. However, the Vietnam Aviation Academy still increased tuition fees by approximately 10% according to Decree 81 without amending it as required by the Ministry. Therefore, the school had to refund the difference as stipulated and was subject to disciplinary action.

On July 31st, the Government Office announced the conclusions of Deputy Prime Minister Tran Hong Ha at a meeting on the draft amendment to Government Decree No. 81 on the mechanism for collecting and managing tuition fees for educational institutions within the national education system and policies on tuition fee exemption and reduction, and support for learning costs.

The Deputy Prime Minister requested the Ministry of Education and Training to continue coordinating with relevant ministries to finalize the draft of the revised Decree 81 and submit it to the Government before August 8, 2023.

The decree needs to be amended to clearly stipulate certain provisions regarding the non-implementation and non-application of the tuition fee collection and management mechanism. In particular, the Deputy Prime Minister requested that tuition fees not be increased for the 2023-2024 academic year.

The Deputy Prime Minister also requested the Ministry of Education and Training to take the lead and coordinate with relevant ministries and agencies to research and propose the inclusion in the Government and Prime Minister's work program of the content for drafting and issuing a decree to replace Decree No. 81 as prescribed.
