Minister of Transport Tran Hong Minh has just signed a document to send to Vietnam Airports Corporation (ACV) on the implementation of Component Project 3 - Long Thanh International Airport Construction Investment Project Phase 1.

Accordingly, the head of the transport sector requested ACV to seriously implement the instructions of Prime Minister Pham Minh Chinh and direct construction contractors to continue to supplement equipment, human resources and finance, take advantage of the dry season weather, with the spirit of "working 3 shifts, 4 shifts", "through holidays, through Tet, through days off", speed up construction progress, and bring the projects to completion ahead of schedule.

ACV is assigned to develop a specific schedule for each work item, prioritize implementation items, especially for the critical path packages (Package 4.7, Package 4.8, Package 4.9 and Package 5.10), ensuring science , avoiding maximum conflicts between packages during implementation to ensure project progress.

The Investor of Component 3 Project is responsible for directing the Supervision Consultant to increase human resources according to the progress of the construction contractors, develop criteria for evaluating construction progress, promptly report to the Investor to handle the work and contractors that are behind schedule, not to affect the overall progress of the Project; at the same time, closely monitor the construction progress, labor safety, traffic safety and environmental sanitation, not to let the progress affect the quality of the project.

ACV is also assigned to synthesize essential needs for construction materials for bid packages under Component Project 3, urgently report to the State Steering Committee for important national projects and works, key projects of the Transport sector (through the Ministry of Transport) before January 10, 2025 so that the Ministry of Transport can promptly synthesize and report at the nearest meeting of the Steering Committee.

In addition, ACV will have to urgently develop a detailed implementation plan for the bid packages, in which the planned output for each contractor must be determined for each month, as a basis for monthly assessment of the construction status of each bid package, and report to the Ministry of Transport before January 15, 2025. "ACV organizes the launch of the emulation movement "365 days and nights of emulation to complete the Long Thanh International Airport Project to welcome the 14th National Party Congress" in January 2025, and reports to the Ministry of Transport (the standing agency of the Steering Committee) before January 15, 2025", Minister of Transport Tran Hong Minh assigned the task.

It should be added that, in Notice No. 545/TB-VPCP, Prime Minister Pham Minh Chinh assigned the Ministry of Transport and ACV to coordinate with Contractors to review and develop a new plan and schedule to strive to complete the Long Thanh International Airport Project before December 31, 2025.

It is known that in the Long Thanh International Airport Construction Investment Project Phase 1, Component Project 3 - Essential works in the airport invested by ACV plays the most important role with a total investment of up to 99,019.2 billion VND, accounting for 90.8% of the total investment of the entire project.

Component 3 project is divided into 16 construction and equipment packages, of which by the end of December 2024, 3/16 packages have been basically completed; 7/16 packages are under construction; 3/16 packages are selecting construction contractors and 3/16 other packages are undergoing technical design appraisal.

Up to this point, although the construction progress is closely following the planned milestones, Package 5.10 - the package considered the heart and also the main progress critical path of the Project with the passenger terminal construction has many complex items, of high technical nature, designed with advanced and modern automation technology being applied at new and large airports around the world.

Package 5.10 is constructed by the VIETUR consortium with a winning bid price of VND 27,814 billion and USD 338.8 million; construction started in July 2023, the completion schedule according to the contract is November 31, 2026 (39 months).

According to the contract, the construction progress of the passenger terminal must be completed and put into operation by November 30, 2026. This progress, right at the bidding stage, the VIETUR consortium pointed out that the target of completion and putting into operation by November 30, 2026 was already a challenge.

Currently, ACV is still actively negotiating with contractors, including the contractor of Package 5.10, to find solutions to shorten the progress, striving to complete the project and put it into operation as soon as possible according to the Prime Minister's direction. However, these are certainly very big challenges that are not easy to overcome, especially when besides the progress, the investor must also ensure other important factors, including safety and quality of the project.
