With the goal of providing irrigation water for more than 28,000 hectares of agricultural land, in 2012, the Ministry of Agriculture and Rural Development (MARD) issued Decision No. 1929 dated August 14, 2012 approving the investment project to restore and upgrade the Northern Nghe An Irrigation System with a total investment of VND 5,705 billion, borrowing ODA capital from Japan (JICA). The project is 56km long, passing through 5 districts and towns in Nghe An province.
The KC2 package (K12 - K32) of the Do Luong main canal alone has a total investment of VND 295 billion. According to the design, the embankment is trapezoidal and paved, with a length of 56km. The project is invested by the Department of Agriculture and Rural Development of Nghe An province. The project was built in 2019, according to the contract ending in 2021. It is currently under warranty.
However, in the past time, people in Ly Thanh commune, Yen Thanh district reported: A section of the canal bank, the canal surface has subsidence, cracks, and landslides on the inner slope at many points. Specifically, at the inner slope of the main Do Luong irrigation canal at K17 + 231 to K17 + 246, a 15m long slide appeared, the block slid and sank 1m deep compared to the canal bank, the entire roof slab was moved down to the bottom of the canal or the inner slope on the right bank of the main Van Trang canal at K0 + 250 to K0 + 350 also collapsed.
Mr. Thai Van Tuan (resident of Hamlet 3, Ly Thanh Commune) said: The landslides on the main canal banks and the road on the main canal have been happening for a long time, recently the subsidence locations have become more severely damaged.
Mr. Le Van Hong - Head of the Department of Agriculture and Rural Development of Yen Thanh district said: The project has cracked and subsided. To ensure the safety of people participating in the route, the district has directed the two communes of Ly Thanh, Nam Thanh and the Bac Nghe An Irrigation Company Limited to put up warning signs of danger, restricting traffic and prohibiting cars from circulating.
Mr. Nguyen Xuan Long - General Director of Bac Nghe An Irrigation Company Limited said: The unit has reported to Nghe An Provincial People's Committee, Department of Agriculture and Rural Development, Irrigation Sub-Department for consideration, inspection and consultation with Nghe An Agricultural and Rural Development Project Management Board to promptly overcome and repair the above damages. In report No. 837/BC.CTB.KT.CT of Bac Nghe An Irrigation Company Limited, it is stated that: From K0 +550 to K43 +782, many cracks and subsidence points of concrete road surface were discovered such as K14 +270, K15 +400, K16 +635, K16 +682, K17 + 280, K17 +454... In particular, at location K16 +635 to K16 + 682 on the left bank, cracks and subsidence occurred, causing the concrete road surface to crack 47m long and collapse 0.3m.
Regarding this, Mr. Nguyen Dinh Hung - Director of the Project Management Board for Investment and Construction of Agricultural and Rural Development Works in Nghe An said: The unit is requesting the contractor to fix the problem because the project is under warranty. The initial cause was determined to be due to weak geological foundation leading to the damage to the project.
It is known that the KC2 package (K12 - K32) of Do Luong main canal is constructed by 3 units including: Tan Nam Construction Joint Stock Company, Vietnam Agricultural Construction Corporation, and Corporation 36 - Ministry of National Defense .
