Speaking at the opening of the Conference, Deputy Minister Bui Hoang Phuong affirmed that the work of organizing cadres plays a key role in effectively implementing the institutional reform process, building a streamlined, strong, efficient and effective administrative apparatus.
According to Deputy Minister Bui Hoang Phuong, the implementation of the Law on Cadres and Civil Servants in 2025 and the decrees guiding its implementation are not only a breakthrough in management thinking, but also an important legal foundation for building a professional, modern, honest, people-serving and creative civil service. This is both an urgent and long-term task, requiring proactive and serious implementation from the units under the Ministry.
The training conference had many in-depth contents directly presented by the Director and Deputy Directors of the Department of Organization and Personnel on the following contents: Important changes in the Law on Cadres and Civil Servants in 2025; Government decrees on recruitment, use, and management of civil servants; contracts for performing civil servant duties; training and fostering; streamlining payroll; disciplinary action; evaluating cadres according to the new set of criteria; as well as planning, discovering, and using talents.
Deputy Minister Bui Hoang Phuong noted that units need to proactively approach, study in depth and promptly update new regulations, especially policies related to civil servant management by job position, exemplary responsibility and public service ethics, application of digital transformation in personnel organization and mechanisms for screening and using cadres with real capacity.
To organize the synchronous and effective implementation of the new regulations, the leaders of the Ministry of Science and Technology require units in the whole industry to focus on a number of key tasks. In particular, it is necessary to urgently review job positions, restructure the civil servant team in conjunction with the new functions and tasks of each unit; evaluate civil servants and public employees according to specific and quantitative criteria; build a mechanism to detect and use talented people; promote the application of digital tools in management and monitoring of work results.
The conference also provided time for delegates to exchange, discuss, and clarify new points in the current legal system and share implementation experiences at their units. This is considered an important opportunity to raise awareness, strengthen unity in implementation and contribute to building a team of science and technology staff to meet the requirements of the new period./.
