Appointment of 2 Deputy Chiefs of the Office of the People's Committee of Dien Bien Province

On the afternoon of May 29th, the People's Committee of Dien Bien province held a conference to announce and present the decisions of the Chairman of the People's Committee of the province regarding personnel matters for the Office of the People's Committee of the province.

At the conference, representatives from the Department of Internal Affairs announced Decision No. 968/QD-UBND dated May 11, 2026 and Decision No. 1099/QD-UBND dated May 28, 2026 of the Chairman of the People's Committee of Dien Bien province regarding the acceptance and appointment of officials to the position of Deputy Chief of the Office of the People's Committee of Dien Bien province.

Accordingly, Mr. Pham Hong Phong, Deputy Principal of the Provincial Political School, has been appointed to the position of Deputy Chief of the Provincial People's Committee Office; and Mr. Trinh Van Hien, Head of the Economic Department of the Provincial People's Committee Office, has been appointed to the position of Deputy Chief of the Provincial People's Committee Office. The term of appointment is 5 years from the date the decisions take effect.

Presenting the decisions and giving a speech assigning tasks at the conference, the Standing Vice Chairman of the Dien Bien Provincial People's Committee, Lo Van Cuong, congratulated the two officials on being entrusted with new responsibilities; and emphasized that the transfer and appointment were the result of a thorough review and evaluation process by the competent authority based on the requirements of the tasks and the province's personnel work.

The Standing Vice Chairman of the People's Committee of Dien Bien province affirmed that this is not only an honor but also a great responsibility for the newly appointed officials, given the increasing workload of the Provincial People's Committee Office, the growing demand for higher quality advice, and the need for leaders with courage, competence, a sense of responsibility, and proactiveness in performing their duties.

Permanent Vice Chairman of the Dien Bien Provincial People's Committee Lo Van Cuong requested that the two comrades, in their new positions, continue to develop their abilities, strengths, and work experience; maintain political integrity, a spirit of solidarity, responsibility, discipline, and administrative order; and work together with the leadership team of the Provincial People's Committee Office to successfully complete the assigned tasks.

In particular, it is necessary to continue improving the quality of comprehensive advisory work, effectively serving the leadership, direction, and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee regarding the socio -economic development tasks of the locality.

Focus on advising and effectively implementing key tasks such as accelerating the disbursement of public investment capital, implementing national target programs, improving the investment and business environment, removing difficulties for businesses, and promoting the province's economic growth to achieve the "double-digit" target.

At the same time, continue to promote the "gatekeeper" role of the Provincial People's Committee Office in the independent appraisal of proposals, draft documents, programs, projects, mechanisms, and policies before submitting them to the Provincial People's Committee and the Chairman of the Provincial People's Committee for consideration and decision.

Proactively review and identify overlapping, inappropriate, or legally unfounded content to promptly advise on adjustments and improvements, thereby contributing to enhancing the quality and effectiveness of the provincial People's Committee's management and administration.

In his acceptance speech, Mr. Pham Hong Phong, the newly appointed Deputy Chief of the Office of the People's Committee of Dien Bien province, on behalf of all newly appointed colleagues, expressed his deep gratitude to the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the leaders of the Provincial People's Committee for their trust in assigning him this responsibility.

The Deputy Chief of the Office of the People's Committee of Dien Bien Province affirmed that in his new position, he will continue to strive to cultivate political qualities, ethics, and lifestyle; leverage his work experience, sense of responsibility, exemplary conduct, and dedication to his work; constantly learn and improve his professional skills; and, together with the leadership, officials, and staff of the Office of the People's Committee of Dien Bien Province, work in unity and harmony to successfully complete all assigned tasks, contributing to the overall development of Dien Bien Province.
