The Ministry of Interior is urging the synchronization of the database of officials and civil servants before September 19th.

According to the Ministry of Interior, ministries, sectors, and localities have not yet truly focused on and paid attention to updating and synchronizing the national database on cadres, civil servants, and public employees under their management.

The Ministry of Interior has recently issued a document requesting ministries, sectors, and localities to urgently complete the synchronization of data into the National Database on Cadres, Civil Servants, and Public Employees.

In this directive, the Ministry of Interior requests that ministries, sectors, and localities focus on immediately implementing three groups of tasks.

The first task group is to fully implement the requirements in Document No. 5034/BNV-CCVC, submitting reports to the Ministry of Interior (for agencies that have not yet reported), and simultaneously reporting and providing information on the construction and implementation of the database and information system on cadres, civil servants, and public employees to the Ministry of Interior before September 19th.

Based on information and implementation reports from ministries, departments, and localities, the Ministry of Interior will compile and report daily on the implementation status of ministries, departments, and localities to the Central Steering Committee and the Government Steering Committee on science , technology development, innovation, digital transformation, and Project 06.

Regarding the second task, the Ministry of Interior urgently requests the upgrading and adjustment of software and databases to meet the new organizational model and the two-tiered local government structure, integrating them with APIs for synchronizing organizational tree structures and APIs for personnel records of the National Database on Cadres, Civil Servants, and Public Employees, as guided in Document 5034/BNV-CCVC dated July 11, 2025.

Ministries, sectors, and localities shall regularly and continuously synchronize data with the National Database on Cadres, Civil Servants, and Public Employees, including requiring digital signatures to approve data for synchronization with the National Database on Cadres, Civil Servants, and Public Employees.

The third task is for agencies that are not yet connected and synchronized. To ensure technical readiness, the Ministry requests that ministries, sectors, and localities conduct a trial synchronization of 1-10 records into the National Database on Cadres, Civil Servants, and Public Employees according to API M51, completing the trial before September 19th.

Previously, on July 11th, the Ministry of Interior issued a document requesting ministries, agencies, ministerial-level agencies, government agencies, and provincial and city People's Committees to coordinate and implement several measures to synchronize data into the National Database on Cadres, Civil Servants, and Public Employees to meet the requirements of the new organizational model and the two-tiered local government system, and to cross-check data with the National Database on Population; and to connect and synchronize data with the database on Party organizations, Party members, cadres, and civil servants according to Plan No. 02 KH/BCĐTW.

However, as of September 8th, only 16 agencies had submitted the required reports, and only 9 agencies had synchronized their data with the National Database on Cadres, Civil Servants, and Public Employees, with a very limited number of records. According to the Ministry of Interior, this situation shows that ministries, sectors, and localities have not yet truly focused on updating and synchronizing this data within their scope of management, failing to meet the required progress.

Meanwhile, the National Database on Cadres, Civil Servants, and Public Employees is a crucial component in forming a modern public human resource management platform, serving administrative reform and national digital transformation.

To maintain and utilize the database effectively, the Ministry of Interior emphasizes the requirement for units to match data with the National Population Database and synchronize it with the database on Party organizations, Party members, officials, and civil servants. The principle for building and operating this database is "correct - complete - clean - active - unified - shared," ensuring interoperability, accuracy, and regular updates.
