( Bqp.vn ) - On the afternoon of March 6, in Hanoi, the Ministry of National Defense held a conference to deploy tasks on digital transformation (DT) and implement the Project on Developing applications of data on population, identification and electronic authentication to serve national DS for the period 2022 - 2025, with a vision to 2030 (Project 06) in the Ministry of National Defense in 2024.

Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform (PAR) and Digital Transformation of the Ministry of National Defense chaired the conference. Attending the conference were Senior Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, Deputy Head of the Steering Committee for Administrative Reform (PAR) and Digital Transformation of the Ministry of National Defense and delegates at 42 connection points throughout the army.

According to the report presented by Major General Nguyen Tung Hung, Deputy Commander of Command 86 at the conference, in 2023, digital transformation work in the Ministry of National Defense will continue to receive attention and direction from the Central Military Commission and the Head of the Ministry of National Defense; the Steering Committee for Administrative Reform and Digital Transformation has synchronously deployed many leadership and direction solutions to promote digital transformation in the Ministry of National Defense.

In particular, a system of important legal documents has been issued to guide the stages and build an overall picture of digital transformation in the Ministry of National Defense, typically: Digital Transformation Project, Ministry of National Defense e-Government Architecture Framework version 2.0, list of digital databases in the Ministry of National Defense; organize the deployment of military data transmission lines to level 2 and level 3 units. Expand and increase the rate of computers connected to the military computer network for agencies and units throughout the army. Build and deploy basic information technology systems to serve digital transformation in management and operation activities, such as: Deployment of Document Management and Operation software; Military email, Command and Operation Information System to 100% of affiliated level 2 units; complete testing of applications on wireless transmission infrastructure; Deploy solutions to ensure information security for computers of agencies and units of the entire army and expand computer networks according to the secure network model for agencies and units; inspect and evaluate information security of secure inter-network connection gateways serving connection and exploitation of national databases on population and specialized databases serving digital transformation. Organize training courses at the Ministry of National Defense level and at agencies and units to gradually improve awareness and skills on digital transformation for officers and employees in the entire army. Organize propaganda about the role and significance of digital transformation in the process of building a modern army in various forms. The tasks assigned by the Government and the Prime Minister and the digital transformation targets and requirements set out in the plans and projects of the Ministry of National Defense in 2023 are basically completed on schedule and ensure quality, many targets exceed the set plan; thereby contributing to improving the effectiveness and efficiency of management, command and operation at all levels.

Along with that, the Ministry of National Defense has actively and proactively implemented Project 06 under the direction of the Prime Minister, such as: Issuing complete documents directing the implementation of the Project; directing agencies and units to coordinate with functional agencies of the Ministry of Public Security and the Ministry of Information and Communications to connect the Ministry of National Defense's Public Service Portal with the national population database; integrating 56 full-process public services under the management of the Ministry of National Defense onto the National Public Service Portal; the rate of timely administrative procedure processing results on the Ministry of National Defense's Public Service Portal reached a high level (over 99%); directing the Department of Legal Affairs of the Ministry of National Defense to inspect and review legal documents under the management of the Ministry of National Defense to serve the implementation of Project 06.
Command 86 coordinated with the Border Guard Command, the Coast Guard Command and a number of hospitals to deploy solutions to connect and exploit national population data to serve a number of areas such as: Border protection and immigration control, law enforcement at sea, medical examination and treatment management, barracks entry and exit control... and initially achieved positive results.

Concluding the conference, Senior Lieutenant General Le Huy Vinh praised the outstanding results in digital transformation and the implementation of Project 06 in the Ministry of National Defense in 2023. Orienting the key tasks of 2024, Senior Lieutenant General Le Huy Vinh affirmed that the Ministry of National Defense has issued a digital transformation plan for 2024 with the theme "Expanding synchronous and widespread infrastructure, creatively applying digital applications, continuing to develop digital data to improve the capacity and effectiveness of leadership, direction, command, management and operation" and identified the breakthrough content of digital transformation in 2024, which is "Developing digital infrastructure and human resources to serve digital transformation". Of which, 64 tasks are assigned to agencies and units with specific targets, required results and timelines.
Along with perfecting the legal corridor system, the Ministry of National Defense builds the e-Government Architecture in agencies and units; perfects the system of guidelines for management, implementation, and promotion of digital transformation in the Ministry of National Defense; deploys military data transmission lines to agencies and units, meeting the requirements for deploying information technology applications, ensuring information security for digital transformation; deploys military computer networks in agencies and units; organizes the application of the Internet Information Security Gateway to perfect the synchronous, seamless, and secure digital infrastructure system for digital transformation; trains and trains to improve the quality of human resources; continues to develop digital applications in conjunction with digital data; ensures information security for digital transformation; and actively promotes digital transformation.
Regarding the task of implementing Project 06 in 2024, the Ministry of National Defense issued an implementation plan consisting of 40 specific contents belonging to 5 main groups of tasks. In which, it continues to carry out the tasks assigned by the Government and the Prime Minister in Project 06 and related documents; research and complete the legal corridor to exploit and develop applications of population data, electronic identification and authentication to serve the settlement of administrative procedures in the electronic environment and defense tasks; strengthen the implementation of solutions to ensure security, safety, and information confidentiality in exploiting and developing applications of population data. At the same time, continue to promote the coordination mechanism between the Ministry of National Defense and the Ministry of Public Security to effectively exploit national data on population in the Ministry of National Defense...
Senior Lieutenant General Le Huy Vinh also assigned agencies and units to review, synthesize needs, and ensure key security equipment according to the roadmap for developing information technology infrastructure, giving priority to key units under the digital transformation project. The Department of Schools shall preside over and create breakthroughs in digital transformation training content in military academies and schools; apply and exploit national population data to serve military recruitment in 2024. The Border Guard Command shall coordinate with Command 86 to create breakthroughs in exploiting national population databases to serve border management and immigration control tasks... Relevant agencies and units shall strengthen dissemination, dissemination, propaganda, and resolutely implement digital transformation tasks and implement Project 06.
