( Bqp.vn ) - On the morning of October 17, in Hanoi, the Ministry of National Defense and the Ministry of Public Security held a conference to review 1 year of implementing the plan to coordinate the implementation of Project 06 between the Ministry of National Defense and the Ministry of Public Security . Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense and Lieutenant General Nguyen Van Long, Deputy Minister of Public Security co-chaired the conference.

Speaking at the conference, on behalf of the Ministry of National Defense, Senior Lieutenant General Le Huy Vinh praised the Organizing Committee, the Working Group and the agencies and units under the Ministry of National Defense and the Ministry of Public Security for overcoming difficulties and doing a good job of preparing for the conference. In order to promote the achieved results and overcome the limitations pointed out in the implementation of the coordination plan between the Ministry of National Defense and the Ministry of Public Security, Senior Lieutenant General Le Huy Vinh suggested that the functional agencies of the two ministries need to make breakthroughs, implement more drastic and stricter coordination work between the two forces, including studying the organization of 6-month and quarterly summaries between the two ministries to assess the results of implementing coordination tasks and promptly resolve problems and arising issues; speed up the implementation of tasks set out according to the plan; take the effectiveness and new value brought about by exploiting the national population database in handling the work of agencies and units as a measure to evaluate the results of completing tasks.

Continue to replicate the model of applying population data to serve military and defense work that has been deployed, focusing on application models that have been effectively deployed. Focus and be more active in building and perfecting the legal corridor and technical solutions for connecting and exploiting databases to serve the specific tasks of the Ministry of National Defense and the fight against crime. Study and review the contents proposed at the conference, the necessary tasks to coordinate implementation in 2025, supplement Plan No. 4002 in accordance with the practical situation, report to the Heads of the two Ministries.

On the side of the Ministry of National Defense, Senior Lieutenant General Le Huy Vinh requested relevant agencies and units to regularly review, monitor, and detect "bottlenecks", promptly report, and propose solutions to remove them. Resolutely, synchronously, and effectively deploy assigned tasks, promptly report on the results of task implementation. Senior Lieutenant General Le Huy Vinh requested the leaders of the Ministry of Public Security to direct relevant functional agencies to further promote the results achieved in the past time, continue to create favorable conditions for the Ministry of National Defense to connect and exploit data effectively. Senior Lieutenant General Le Huy Vinh believes that with the role and responsibility of the People's Army and the People's Public Security as two forces that are always exemplary, taking the lead in the tasks assigned by the Party and State, the two Ministries will achieve more positive and specific results in the coming time.

Speaking at the conference, on behalf of the Ministry of Public Security, Lieutenant General Nguyen Van Long requested the two Ministries to continue to closely follow the contents and tasks in Plan 4002 and the tasks proposed and supplemented by the Standing Agencies of the two Ministries in the central report; regularly review, count, and urge, not to delay progress, and limit the emergence of new "bottlenecks". Continue to urgently review, propose amendments, and supplements to perfect the legal corridor on data sharing in the online environment, improving the effectiveness of data exchange between the two Ministries. Continue to promote the application of the National Population Database in military and defense work and in the fight against crime. Promoting the pioneering and exemplary role of the armed forces and the tradition of close coordination between the Army and the Police, Senior Lieutenant General Nguyen Van Long believes that the two Ministries will continue to successfully implement the goals and tasks of Project 06, actively contributing to national digital transformation, effectively serving the task of building and defending the Fatherland.

In the past time, implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) of the Prime Minister, the Ministry of National Defense and the Ministry of Public Security have focused on leading, directing and operating agencies and units to comprehensively and seriously implement the coordination plan; fully reporting on progress and implementation results; proactively researching, discovering and piloting new models to exploit and promote the value of national population data. Some models have initially shown effectiveness, helping to reduce the effort of creating records; ensuring consistent and accurate data; effectively supporting the work of handling business operations. Along with the high sense of responsibility of agencies and units, the problems and "bottlenecks" in performing tasks have been gradually identified and resolved, in which the construction of a legal corridor and information technology infrastructure are important breakthrough solutions to help open up access, exploitation, and gradually promote the effectiveness of the national population database in the Ministry of National Defense. Many professional agencies of the two ministries have a close cooperative relationship. Some agencies and units that previously shared data through official dispatches and paper documents have now gradually used the technical infrastructure formed from the implementation of Project 06 to share data in the electronic environment, helping to shorten the exchange time and improve work efficiency.

Notably, the national population database has been applied in military and defense work. Specifically, regarding the task of authenticating citizens when presenting their citizen identification cards or VNeIDs, health insurance information has been integrated to serve medical examination and treatment at Military Hospitals, piloted at Military Hospital 175, Central Military Hospital 108, Military Hospital 105. The two sides have coordinated to research technical solutions to read data from electronic citizen identification cards with chips to apply for medical examination and treatment registration at Military Hospitals.

Regarding the task of integrating the VNeID application to log in to the Ministry of National Defense Public Service Portal, to deploy the connection of the Ministry of National Defense Public Service Portal with the VNeID electronic identification and authentication system, switching to using the VNeID account as the only account of citizens when logging in to use online public services under the direction of the Prime Minister and the Heads of the Ministry of National Defense and the Ministry of Public Security, the two sides have coordinated to establish a working group consisting of technical officers between agencies, develop a plan, integration roadmap on the simulated system and evaluate and check information security before officially connecting to the system. As a result, the Ministry of National Defense Public Service Portal has completed the connection, switching to using VNeID as the only account from July 2024; as of September 30, 2024, it has served more than 1,100 VNeID accounts to access and use services without having to create a separate account.


Representatives of the competent agencies of the Ministry of National Defense and the Ministry of Public Security signed the Regulations on coordination in performing tasks.

Regarding the task of integrating civil documents into VNeID to replace physical documents, the two sides have coordinated to develop documents to include in the Digital Transformation training program the contents related to Project 06, and instructions on using the VNeID application. Regarding the task of authenticating citizen data registered for mobile subscribers with the national population database, detecting subscribers who are not the owner, the two sides have regularly coordinated to carry out subscriber data authentication sessions. Regarding the task of coordinating to inspect and evaluate information security and network security for the Ministry of National Defense's information systems connected to the national population database system, the two sides have coordinated to provide documents specifying the programming interface (API) to access and exploit population data; guiding the connection model, deploying applications, organizing information security inspections before connecting and exploiting; Thoroughly grasp and require agencies and units to commit to keeping account information confidential and using it for public purposes, ensuring safe exploitation of population data.

Regarding the task of researching and building a database on crew members, connecting and authenticating with the national database on population to serve the professional management of the Coast Guard, relevant agencies and units have researched, established and reported to the Central Military Commission on the project to build a database on crew members with the main content being connecting with the national database on population, fisheries database, and ships, serving the key tasks of the Vietnam Coast Guard. Regarding the task of authenticating data of Vietnamese citizens using citizen identification cards, the VNeID application to serve border management and immigration control (a model of applying population data in immigration management and border protection) has been piloted at Lao Cai International Border Gate, initially bringing positive results and opening up many suitable and practical application directions.

Along with that, in the fight against crime, the two sides have built, applied and exploited the national database on population in identity authentication based on data collected directly from subjects in the field; coordinated and shared information on entry and exit through border gates, data on citizens' judicial records, information on citizens' criminal records, etc.
