The Ministry of Finance issued a Circular regulating the collection rates, collection and payment regime of fees for granting Certificates of Practice in Archiving.

The Ministry of Finance has just issued Circular No. 15/2025/TT-BTC regulating the collection rates, collection and payment regime for fees for granting Certificates of Practice in Archiving. This Circular takes effect from July 1, 2025.

Fee level

The fee payer as prescribed in this Circular is an individual when carrying out procedures for granting or re-granting a Certificate of Practice in Archiving in accordance with the provisions of law on archiving.

The competent state agency that issues and reissues the Certificate of Practice of Archiving in accordance with the provisions of the law on archiving is the organization that collects fees in accordance with the provisions of this Circular.

The fee for issuing a Certificate of Practice in Archiving is as follows: Issuing a Certificate of Practice in Archiving: VND 300,000/certificate; reissuing a Certificate of Practice in Archiving: VND 200,000/certificate.

In case of re-issuance of the Certificate of Practice of Archiving due to the fault of the state agency or due to change of administrative unit boundaries according to regulations of competent authority, the fee for re-issuance of the Certificate of Practice of Archiving according to the provisions of this Circular is not required.

Declaration, collection and payment of fees

Fee payers shall pay fees when carrying out procedures for granting Certificates of Practice of Archiving to fee-collecting organizations in the form prescribed in Circular No. 74/2022/TT-BTC dated December 22, 2022 of the Minister of Finance stipulating the form, deadline for collection, payment, and declaration of fees and charges under the authority of the Ministry of Finance.

Fee-collecting organizations shall pay 100% of the collected fees to the state budget according to the chapters and sub-items of the current State Budget Directory. The source of expenses for fee collection is allocated by the state budget in the fee-collecting organization's estimate according to the state budget expenditure regime and norms as prescribed by law. Fee-collecting organizations shall declare, collect and pay fees according to the provisions of Circular No. 74/2022/TT-BTC.
