Allocate funds for land clearance to build a railway overpass.

Official document No. 253 was issued after the Provincial People's Committee considered the proposal of the Thang Binh District People's Committee in Submission No. 05, dated January 6, 2025, regarding the advance payment of compensation and land clearance funds for households affected by the railway overpass under the Project to renovate and upgrade National Highway 14E, the section through Thang Binh District (the document was sent to the Vietnam Road Administration and Project Management Board 4) and the Department of Transport in Official document No. 5025, dated December 9, 2024, regarding the scope of compensation and land clearance for the expansion of National Highway 14E.

To facilitate land clearance and create public consensus, the Quang Nam Provincial People's Committee has agreed on the policy of land acquisition, compensation, support, land clearance, and resettlement for affected households in the railway overpass area, extending 15.7m from the center of the road to each side, in accordance with the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454, dated September 1, 2021.

For cases where households, organizations, or individuals submit applications for land clearance covering the entire area, the policy of compensation, land acquisition, and management and use of the area outside the land clearance zone after acquisition will be agreed upon in accordance with the regulations in Official Letter No. 8988, dated November 19, 2024, of the Provincial People's Committee.

Currently, the People's Committee of Thang Binh district is urgently and decisively implementing the project and promptly handing over the land for the construction of the railway overpass. The People's Committee of Quang Nam province requests the Vietnam Road Administration and Project Management Board 4 (Vietnam Road Administration) to agree on the compensation and land clearance work according to the above-mentioned policy and to pay attention to and promptly allocate funds to the People's Committee of Thang Binh district to organize the payment of compensation to affected households with an amount of 87.8 billion VND.

Project Management Board 4 will promptly complete the necessary documents and procedures, and report to the competent authorities to adjust and supplement the design and implement the construction of the access roads on both sides of the railway overpass area, expanding the road width to 5.5m. The remaining area will be used to invest in a comprehensive system of sidewalks, trees, and lighting, creating a clean and beautiful landscape to facilitate public support and compliance with the plan.

The People's Committee of Thang Binh district proactively coordinated and worked with the Vietnam Road Administration and Project Management Board 4 to expedite the completion of compensation and handover of the entire land area to Project Management Board 4 for construction implementation, ensuring progress as directed by the Provincial People's Committee in Official Letter No. 8988 dated November 19, 2024 and Official Letter No. 10333 dated December 31, 2024.
