Minister of Education and Training Nguyen Kim Son: 'There is a kindergarten in the National University, why not?'

TPO - Minister of Education and Training Nguyen Kim Son said that amending the three laws must aim to increase quality and at the same time suggest that a more diverse system should be accepted than before, with the National University having a kindergarten.

The Ministry of Education and Training has just coordinated with the Standing Committee of the National Assembly's Committee on Culture and Society to organize a meeting to review and provide comments on the Draft Law on amending and supplementing a number of articles of the Law on Education, and to provide policy consultation on the Draft Law on Higher Education (amended) and the Law on Vocational Education (amended).

Speaking at the meeting, Minister Nguyen Kim Son affirmed that the amendment of the Lawon Education , the Law on Higher Education and the Law on Vocational Education must aim to innovate the entire system, ensuring harmony, smoothness and synchronization for more effective, coherent, modern and easy-to-implement operation.

According to the Minister, in amending the 3 Laws, the most important keyword is “increasing quality”. “Amending the Laws to let go of what needs to be let go, and grasp what needs to be grasped. Let go of many things but some things must be firmly grasped so that the management system must be simpler but more effective and efficient”, the Minister emphasized.

Referring to the regulations on the national education system, the Minister said that it is necessary to accept a more diverse system than before. “Why not have a kindergarten in the National University?”, raising this issue, the Minister said that what is more important is that each “entity” in an educational institution must meet quality requirements.

In addition, the draft Law must also aim to eliminate administrative boundaries in enrollment and training. Accordingly, from the 2026-2027 school year, the education sector will conduct enrollment at the primary level of general education without administrative boundaries.

Referring to a content that attracted many discussions in the Draft Law on Vocational Education (amended), which is the vocational high school model, the Minister affirmed that this is a deep integration between high school culture and vocational skills.

Regarding higher education, the head of the education sector said that in the next 10 years, Vietnam's higher education must develop rapidly, invest heavily, and have high leadership. Regarding the national university and regional university models, the Minister cited the effectiveness and regional leadership of Thai Nguyen University as an example to affirm the reasonable existence of this model, but also emphasized the requirement that "the internal governance model needs to change".

Regarding the regulations on the national education system in the Law on Education, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that it is necessary to clearly separate the "two axes" including levels of knowledge and vocational skills, corresponding to which is the system of diplomas and certificates.

Mr. Vinh also proposed clarifying the content of regulations on universal education and compulsory education; having appropriate regulations on textbooks and local educational materials.

Regarding the policies in the Draft Law on Higher Education (amended), Chairman Nguyen Dac Vinh emphasized that the Ministry of Education and Training must definitely “manage” the training of doctoral degrees and training in the fields of pedagogy, medicine, and law. At the same time, the Draft Law must have a mechanism for investment in higher education institutions.

“Autonomy is the empowerment of training, organizational structure, and finance. Autonomy does not mean not receiving investment from the budget,” Mr. Vinh emphasized.

Affirming that "making 3 Laws in one session of the National Assembly is a miracle", Vice Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa noted that the amendment of 3 draft Laws needs to ensure consistency, synchronization and conformity with a number of draft Laws to be passed at the ongoing 9th session of the 15th National Assembly.

Ms. Hoa also suggested that the amendment of the Laws should remove difficulties and obstacles in training some specific professions in the fields of health, arts, and sports; the issue of interconnectivity in education; the equivalence of degrees between training programs (training of specialist doctors I, II with training of masters, doctors)...

According to Vice Chairman of the Committee for Culture and Society Dinh Cong Sy, the draft laws need to more clearly demonstrate requirements related to digital transformation and application of science and technology; have policies to attract key and focal training sectors and sectors that are "picky" about learners.

Mr. Sy suggested that there should be specific regulations to overcome difficulties and obstacles in mobilizing finance, organizing scientific research facilities, commercializing research products, transferring science and technology... in vocational education and higher education institutions.
