Attending and giving speeches at the Congress were Party Central Committee member: Minister, Chairman of the Ethnic Committee Hau A Lenh; Party Central Committee member, Secretary of Soc Trang Provincial Party Committee Lam Van Man. Also attending the Congress were Ms. Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly Ethnic Council ; former Deputy Ministers, Vice Chairmen of the Ethnic Committee: Le Son Hai, Son Phuoc Hoan.
On the side of Soc Trang province, there were: Ms. Ho Thi Cam Dao, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Soc Trang province; Mr. Tran Van Lau, Chairman of the Provincial People's Committee, Head of the Congress Steering Committee, together with former leaders of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, and delegates representing leaders of departments, branches, localities...
Also attending the Congress were Most Venerable Tang No, Deputy Dharma Master, Central Council of the Vietnam Buddhist Sangha (VBS), Head of the Executive Committee of the VBS in Soc Trang province, President of the Provincial Association of Patriotic Monks and Nuns, and other dignitaries and religious followers; and the presence of the Heroic Vietnamese Mother.
In particular, the Congress welcomed the presence of 260 official delegates representing more than 424 thousand ethnic minorities in Soc Trang province, who are typical collectives and individuals in the patriotic emulation movement in all areas of social life, with many contributions to the cause of building and defending the Fatherland, building the great national unity bloc through revolutionary periods.
Soc Trang is a province with many ethnic minorities (27 ethnic groups), the largest of which is the Khmer ethnic group with 361,929 people, accounting for 30.19%, the remaining ethnic groups account for nearly 6% of the population. Ethnic minorities live together, united, and attached to the Kinh people; trust in the leadership of the Party, and comply well with the policies and laws of the State.
The 4th Congress of Ethnic Minorities in Soc Trang Province in 2024 is an important political event, aiming to evaluate the achievements and results of ethnic work and ethnic policies. At the same time, affirming, recognizing, praising and honoring the great contributions of ethnic minorities in the province in the cause of national construction, integration, development and protection; continuing to strengthen the trust and consensus of ethnic minorities in the leadership of the Party, the management and administration of the government in the period of innovation, integration and development. In that spirit, the Congress raised the determination of "ethnic groups to unite, innovate, promote advantages and potentials, integrate and develop sustainably".
In the period of 2019 - 2024, Party committees and authorities at all levels will pay attention to synchronously implementing social security policies, ensuring full, timely and appropriate implementation, promoting effectiveness, creating conditions for poor and near-poor households and ethnic minorities to access support programs and policies of the State.
In particular, the National Target Program on Socio-Economic Development in Ethnic Minority Areas in Soc Trang Province, for the period 2022-2024, has been implemented with an implementation capital of VND 1,030.878 billion. As of March 31, 2024, the Program has supported residential land for 249 households, housing for 1,923 households, job conversion for 4,607 households, and distributed domestic water for 958 households; built 4 centralized water works with 1,536 beneficiary households; deployed over 67 models to support production development and diversify community livelihoods; built 171 works (including 154 bridges, rural roads, 3 community houses and 14 market network works); Maintained and repaired over 50 infrastructure projects, schools... thereby contributing to the successful implementation of the Third Resolution Letter, 2019 (achieving and exceeding 15/18 targets).
Before the opening of the Congress, the Organizing Committee and delegates offered incense and laid wreaths at the provincial martyrs' cemetery.
