The content was shared by the Minister of Education and Training at a working session with Deputy Prime Minister Le Thanh Long on the draft Decree on the decentralization of authority of local authorities in the field ofeducation according to the model of organizing two-level local authorities and the draft Decree on decentralization and delegation of authority in state management of the field of education.
Accordingly, the Minister proposed to assign the Department of Education and Training full authority to manage teachers and staff of the sector, including recruitment, use, appointment, training, evaluation and transfer. This is unified throughout the province, aiming to overcome the situation of local surplus and shortage of human resources.

The commune level will have full authority to reorganize schools from kindergarten to secondary school, and community education models. These rights include establishing, permitting operations, suspending, dissolving, merging, and converting types.
Currently, the district level manages teachers and activities of kindergartens, primary schools, and secondary schools; the provincial level is in charge of high schools.
According to the Minister, this proposal is based on an analysis of management capacity and practical requirements, ensuring the principle of strong decentralization but not laxity or division of expertise. The Ministry also proposed transferring the authority to approve foreign integrated education programs and license the organization of international foreign language exams from the Ministry to the Chairman of the Provincial People's Committee or the Director of the Department.

Listening to the proposal of the leaders of the Ministry of Education and Training, Deputy Prime Minister Le Thanh Long suggested that the Ministry decentralize to the maximum, only retaining tasks that are responsible for unified management nationwide.
The Ministry of Education and Training needs to review and list all existing tasks and clearly state and define the authority of each level. At the same time, the Ministry needs to explain specifically about decentralization and delegation of authority, avoiding the extreme of "keeping too much or pushing everything away". In addition, the Ministry needs to study increasing authority for the commune level.
In early March, the Politburo and the Secretariat issued Conclusion 127, assigning the Government Party Committee to study and develop a project and report on merging some provincial-level administrative units, not organizing the district level; continuing to merge commune-level administrative units. It is expected that the number of provinces and cities nationwide will decrease from 63 to 34; the number of communes will decrease from 10,035 to about 5,000; and the district level will be abolished.
