Hoan Kiem Ward studies merging residential groups to streamline the apparatus

Pursuant to Resolution No. 1656/NQ-UBTVQH of the Standing Committee of the 15th National Assembly, from July 1, 2025, Hoan Kiem ward was established on the basis of arranging the entire natural area and population size of the wards of Hang Bac, Hang Bo, Hang Buom, Hang Dao, Hang Gai, Hang Ma, Ly Thai To and part of the natural area and population size of the wards of Cua Dong, Cua Nam, Dien Bien , Dong Xuan, Hang Bong, Hang Trong, Trang Tien.

After the administrative unit arrangement, due to changes in administrative boundaries, some residential areas (part of the residential groups of the wards of the old Hoan Kiem district after the arrangement belong to the boundaries of the new Hoan Kiem ward) have a small population, which can be considered for arrangement and merging with existing residential groups to ensure stable community life, creating more favorable conditions for direction and operation.

To implement, the collection of opinions from local people about merging and renaming residential groups was carried out urgently and effectively by Hoan Kiem ward, ensuring the prescribed process.

At the meeting, the People's Council of Hoan Kiem Ward reviewed the Submission, draft Resolution of the Ward People's Committee and the verification report of the Cultural - Social Committee of the Ward People's Council to discuss, resolve and pass the Resolution on merging and renaming residential groups in the ward.

Speaking at the closing session, Party Secretary and Chairman of the People's Council of Hoan Kiem Ward Vu Dang Dinh requested that, immediately after the session, the Ward People's Committee, specialized departments and relevant units, based on their assigned functions, tasks and powers, urgently organize and implement, ensuring synchronization, efficiency and compliance with regulations.

In particular, it is necessary to focus on implementing 6 key tasks: Continue to thoroughly grasp the policy and widely propagate the meaning and importance of implementing the plan to merge and rename residential groups so that residential group cadres can grasp it; consider this an important political task contributing to stabilizing community life after administrative unit arrangement.

The Ward People's Committee directed specialized departments to coordinate with the Ward Police to review the entire list of residential groups, grasp the list of households, demographic status as well as population data of each residential group after the name change to serve the work of population management, household registration, and area management.

Along with that, it is necessary to organize work with neighborhood leaders to review and propose personnel for the remaining non-professional positions; develop specific plans for the rearrangement of political and social organizations in the new neighborhood.

The Chairman of the People's Council of Hoan Kiem Ward also requested the Ward People's Committee to complete the records, lists, and maps of residential groups; to publicize information according to the provisions of the Law on Democracy at the Grassroots Level; to closely follow the instructions of the Central Government and the City and based on the actual situation of the locality to study the merger of residential groups to streamline the apparatus and unify the direction and management work at the grassroots level.
