The Minister of Home Affairs believes that streamlining the apparatus is not just a matter of size or quantity, but more fundamentally, it must create a qualitative change in the operation of the political system. Streamlining the organizational structure goes hand in hand with reducing the number of personnel and restructuring the workforce to ensure sufficient qualifications and capabilities. According to Minister Pham Thi Thanh Tra, streamlining doesn't mean mechanically cutting down, but rather eliminating unnecessary positions and reducing ineffective tasks. This allows for the concentration of resources on key areas and on truly deserving and suitable personnel. The Minister stated that the timelines have been set very specifically by the Central Committee. The Ministry of Home Affairs plays an advisory role to the Central Steering Committee as well as the Government Steering Committee on the restructuring of the Government apparatus. The restructuring of the state administrative apparatus will serve as a prerequisite for the Ministry of Interior to continue advising and guiding the restructuring of the administrative organization of local governments. "This is the most arduous and complex task, but also a very great responsibility that the Ministry of Interior is honored to have been entrusted with by the Politburo, the Central Committee of the Party, the Government, and the Prime Minister," Ms. Tra said. She requested that the heads of units under and directly affiliated with the Ministry of Interior proactively carry out effective propaganda work, unify ideology and awareness throughout their units, and be determined to work together to successfully complete the assigned tasks. "If necessary, we will work overtime, including Saturdays and Sundays." "Delay is a disservice to the people," the Minister of Interior emphasized, affirming that this process will certainly require individual cadres, Party members, civil servants, and employees within the Ministry of Interior to make sacrifices and endure hardships to contribute to the great cause of the Ministry and the Interior sector. "If necessary, we will work overtime, including Saturdays and Sundays, to complete assigned tasks on schedule and with the best quality. We will gladly comply with the assignments and decisions of the organization, ready to go into battle and win, for the goal of developing the country to become prosperous and strong in the new era," the female Minister said. Regarding the tasks for December, the Minister of Home Affairs requested that units focus intensely and urgently complete all tasks assigned by competent authorities in 2024. In addition, according to Ms. Tra, it is necessary to quantify the work to be completed in order to assign tasks scientifically , clearly defining responsibilities, tasks, outputs, and accountability for the heads of units down to each civil servant, employee, and worker. The heads of units are responsible to the Minister and the Deputy Minister of Home Affairs in charge for the progress, quality, and results of the tasks assigned by competent authorities.
