Accordingly, implementing the Resolution of the regular Government meeting in April 2025, the Minister of Culture, Sports and Tourism assigned: Heads of advisory and state management agencies under the Ministry to strictly and effectively implement 04 Resolutions of the Politburo including: Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation, Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation, Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law making and enforcement, Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development and Resolutions of the Government, Action Program of the Ministry to implement the above Resolutions.
Urgently advise the Ministry's leaders to issue or submit to competent authorities to issue detailed regulations and implementation instructions after the Laws are passed by the National Assembly, leaving no legal gaps.
Proactively review and report to the Ministry's leaders to issue according to their authority or submit to competent authorities to amend, supplement or issue new legal documents in line with the effective date of the amended 2013 Constitution (expected July 1, 2025), to be completed before June 30, 2025.
Effectively implement tasks and solutions to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government; direction of the Prime Minister in Official Dispatch No. 56/CD-TTg dated May 4, 2025 on focusing on implementing the reduction and simplification of administrative procedures according to Resolution No. 66/NQ-CP and Decision No. 1036/QD-BVHTTDL dated April 14, 2025 of the Minister of Culture, Sports and Tourism implementing Resolution No. 66/NQ-CP dated March 26, 2025, ensuring completion on schedule and with the set goals.
Further promote the role and responsibility of the head, focus on leading and directing the serious, drastic and effective implementation of tasks and solutions to promote the disbursement of public investment capital according to the direction of the Government and the Prime Minister, strive to achieve a disbursement rate of 100% of the plan assigned by the Prime Minister; take full responsibility before the Minister for the results of the allocation and disbursement of public investment capital in 2025 of the unit, and prevent loss and waste.
Advise the Ministry's leaders on organizing unique national and international cultural, artistic and tourism events associated with the entertainment industry to create a "buzz" to attract and appeal to a large number of domestic and foreign tourists.
Urgently develop a Project on entertainment industry
Coordinate with the Center for Digital Transformation of Culture, Sports and Tourism to digitize, restructure processes, reduce and simplify administrative procedures on the basis of reusing digitized information, data and documents, integrating on VNeID, national database, specialized database, data warehouse of individuals and organizations on the Ministry's Administrative Procedure Resolution Information System.
Proactively review and complete assigned tasks in the Government's Resolutions at the regular Government Meetings from January, February and March 2025, focus resources on completing tasks that are close to deadline, ensuring quality and progress.
The Minister assigned specific tasks to affiliated units. In particular, the Center for Digital Transformation of Culture, Sports and Tourism presides over and coordinates with relevant agencies and units to upgrade and develop the Ministry's administrative procedure settlement information system to meet digitalization requirements, implement administrative procedures regardless of administrative boundaries and the 2-level local government organization model under the direction of the Government and the Prime Minister;
Integrate and provide 100% of online public services on the National Public Service Portal in June 2025; do not maintain the Ministry-level Public Service Portal according to Notice No. 14-TB/TGV dated April 21, 2025 of the Working Group assisting the Central Steering Committee on science, technology development, innovation and digital transformation.
At the same time, coordinate with the Government Office to deploy the National Public Service Portal as the only centralized "one-stop shop" of the country.
