Ministry of Construction hands over national inland waterway route to Hai Phong city before National Day

The Ministry of Construction and the People's Committee of Hai Phong City agreed to coordinate to complete the handover of the national inland waterway route for city management.

The route after the port from No. 3 to No. 6, Lach Huyen port area with a total investment of more than 716.5 billion VND is about to start construction.

On the afternoon of July 30, Comrade Nguyen Xuan Sang, Deputy Minister of Construction and Comrade Le Anh Quan, Permanent Vice Chairman of Hai Phong City People's Committee co-chaired an online conference with relevant agencies and units on issues related to the maritime and inland waterway sectors.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee chaired the meeting at the city bridge point.

At the meeting, leaders of the Ministry of Construction and the City People's Committee discussed and clarified a number of related issues: handover procedures, management and maintenance of national inland waterways in the city; organization and management of operations of inland ports and wharves on national inland waterways in the city according to Resolution No. 226/2025 of the National Assembly.

Review the progress of investment in construction of the road after Lach Huyen port; the relocation of Hoang Dieu port area. Implement the detailed planning for the development of land and seaport waters in Hai Phong for the period 2021 - 2030, with a vision to 2050. Plan waterway infrastructure; implement Resolution No. 220 dated December 22, 2023 of the Government on the plan to organize the implementation of Notice No. 23 dated December 28, 2022 of the Central Party Office on the Conclusion of the Politburo on the policy of handling the Shipbuilding Industry Corporation in Hai Phong city and prepare for the work of drafting a circular announcing the seaport waters in Hai Phong city.

Deputy Minister of Construction Nguyen Xuan Sang listened to each clarification and recommendation from Hai Phong city and assigned leaders of departments and affiliated units to coordinate with the City People's Committee to urgently implement each specific content.

In the spirit of consensus at the meeting, the Ministry of Construction handed over the management and maintenance of national inland waterways in the city, and organized the management of inland ports and wharves on national inland waterways in the city according to Resolution No. 226/2025 of the National Assembly.

The Vietnam Maritime Administration and Inland Waterways Administration will preside over and coordinate with the Ministry's affiliated units to coordinate with the Hai Phong City People's Committee next week to establish a Working Group to conduct a survey and assess the current status of the waterway, thereby unifying the handover documents. Strive to complete the handover before September 1, 2025.

Regarding the investment in the construction of the road behind the Lach Huyen port, the Deputy Minister of Construction requested the City People's Committee to direct the project investor to closely coordinate with the Hai Phong Maritime Port Authority, the traffic police force, and enterprises operating wharves from 1 to 6, and Lach Huyen Port to develop a traffic control plan for vehicles entering and leaving the port yard to ensure smooth and safe traffic. At the same time, suggest an investment plan for the road behind the port in the next phase to increase the attractiveness and excitement of the Lach Huyen port area.

Regarding the progress of the relocation of Hoang Dieu port area to implement the construction project of Nguyen Trai bridge and urban beautification of the surrounding area, the Deputy Minister of Construction requested: Vietnam Railway Authority, Vietnam Railway Corporation next week to carry out procedures related to the transfer of railway structure assets to the city for management and organize the dismantling of the railway section and railway station in Hoang Dieu Port area to serve the construction of the project.

Vietnam Railways is speeding up the completion of Vat Cach station to ensure the reception of traditional goods of Hoang Dieu Port, without interrupting the import and export activities of businesses.

Regarding the policy of handling the Shipbuilding Industry Corporation in Hai Phong city, Deputy Minister Nguyen Xuan Sang requested the City People's Committee to pay attention to and thoroughly resolve the problems related to Bach Dang and Tam Bac Shipbuilding Companies to help the corporation speed up the process of declaring bankruptcy with the enterprise. At the same time, he requested the city, relevant departments and branches to strengthen and grasp the situation of workers at bankrupt enterprises, resolutely not to let the formation of "hot spots" of security and order in the area.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, sincerely thanked the Ministry of Construction and related units for their attention and support to the city in the past time. Hai Phong City accepted the opinions at the meeting and assigned the focal units and sectors to closely coordinate with the Ministry of Construction to continue implementing related contents.
