This Circular stipulates the framework program for training and professional development in real estate brokerage and real estate exchange management as prescribed in Clause 3, Article 69 of the Law on Real Estate Business No. 29/2023/QH15 dated November 28, 2023 (Law on Real Estate Business); it applies to training and professional development institutions for real estate brokerage and real estate exchange management as prescribed in the Law on Real Estate Business.

The framework program for training and developing knowledge in real estate brokerage includes: foundational knowledge; specialized knowledge; practical exercises and a final exam.
Basic knowledge
The foundational knowledge course on real estate brokerage has a total duration of 32 lessons, including the following topics:
Topic 1: Legal regulations on real estate business.
Topic 2: Legal regulations on housing related to real estate business.
Topic 3: Legal regulations on land related to real estate business.
Topic 4: Legal regulations on investment related to real estate business.
Topic 5: Civil law regulations related to real estate business.
Topic 6: Legal regulations on notarization related to real estate business.
Topic 7: Legal regulations concerning businesses related to real estate trading.
Topic 8: Legal regulations on taxes, fees, and charges related to real estate business.
Topic 9: Legal regulations on anti-money laundering related to real estate business.
Topic 10: Legal regulations on handling administrative violations related to real estate business.
Topic 11: General overview of the real estate market.
Topic 12: Principles of Real Estate Pricing and Real Estate Pricing Consulting.
Professional knowledge
The specialized knowledge course on real estate brokerage has a total duration of 24 lessons, including the following topics and content:
Topic 1: Overview of real estate brokerage services, including key contents such as: Introduction to real estate brokerage services; the role of real estate brokers in the real estate market; principles of real estate brokerage operations; conditions for conducting real estate brokerage services and professional requirements for real estate brokers...
Module 2: Real Estate Brokerage Process and Skills, which includes key topics such as: Gathering information on real estate supply and demand; identifying the target and parties involved in a real estate brokerage transaction; preparing brokerage transaction documents; real estate mortgage documents; timeframes and steps in executing a brokerage transaction; real estate marketing...
Practical sessions and final exam: The practical content has a total duration of 16 sessions, including the following topics: Studying the actual operation of real estate brokerage at a real estate brokerage organization and writing a final report.
The final exam consists of two periods of time, covering both foundational knowledge and specialized knowledge.
Exam duration: 120 minutes. Exam format: Essay, multiple choice, or a combination.
