The Ministry of Construction also pointed out that the reason was that some construction contractors and construction supervisors participated in construction activities without meeting the required capacity requirements, mobilized inappropriate human resources and construction equipment, and did not properly implement approved construction measures and safety measures.
In addition, the control of construction materials, components, and equipment is not strict according to technical instructions and bidding documents; testing work and test results lack criteria compared to technical instructions and applicable standards; Construction specialized laboratories and field testing stations do not ensure conditions of human resources, machinery, and equipment according to regulations and do not comply with testing procedures.
In addition, the investor's construction supervision is still formal, failing to promptly detect and handle technical problems arising during the construction process; the work of collecting and storing project completion records still has many shortcomings.
Some State management agencies have not fully performed their functions of guiding, inspecting, examining and supervising the work of quality management and labor safety in construction works; and have not promptly detected and handled violations.
In order to overcome shortcomings in the management of construction quality and safety, the Ministry of Construction recommends that the People's Committees of provinces and cities develop, promulgate processes and strictly implement procedures for appraising investment feasibility study reports on construction works, technical designs after basic designs; and inspect the acceptance of works according to their authority.
Localities need to strengthen the review of the capacity of organizations and individuals participating in construction activities; check compliance with legal regulations on conditions for construction commencement, management of construction order according to planning, design and construction permits, as well as conditions for putting works into operation and use; inspect, examine and strictly handle violations of regulations on quality management, etc.
For investors and project management boards, the Ministry of Construction requires that only contractors with sufficient capacity conditions suitable for the type and level of construction are selected; design steps are strictly controlled; construction is carried out in accordance with approved measures, and construction supervision at the construction site is strengthened; contractors must ensure capacity conditions according to regulations...
