According to the decision, the Minister assigned the Institute of Construction Science and Technology to be responsible for coordinating with the Fire Prevention and Rescue Police Department of the Ministry of Public Security and relevant units to immediately organize an unscheduled task to review all fire safety problems in construction activities.
At the same time, review the contents of national technical regulations on fire safety for houses and works to clearly identify problems and causes.
From there, propose contents to be amended in QCVN 06: 2022. Proposing to complete the system of standards and technical regulations on fire prevention and fighting for houses and works.
Along with that, compiling and amending QCVN 06:2022 to ensure the scientific basis, suitable for practical conditions in Vietnam, and compliance with relevant legal regulations.
The above decision was made at the request of the Director of the Department of Science, Technology and Environment (Ministry of Construction).
Exchange with Reporter VietNamNetMr. Le Minh Long - Deputy Director of the Department of Science, Technology and Environment said that the above task is performed according to the authority and responsibility of the Ministry of Construction. Accordingly, the specialized agencies of the Ministry only base on the written comment/appraisal on fire prevention and fighting to conduct project appraisal, design appraisal and based on the acceptance document on fire prevention and fighting to check and accept construction works from 2013 to present.
According to Mr. Long, over the past time, the leaders of the Department have also accompanied the delegation of the Fire and Rescue Police Department directly to the production works. The problems here mainly exist in the works in the period stretching from 2001.
Citing a paper factory in Long Bien (Hanoi), Mr. Long said, the work has been built since 1961. Over time, the factories were "expanded". This is an old building while the standard applies to new constructions.
“For such works, there are still misunderstandings that the new standard must be applied to the entire work, or a part of the work related to the renovation and repair items. But according to QCVN 06: 2022, it is clearly stated that the standard can only be applied within the scope of such renovation and repair and only in case this renovation and repair increases the fire risk of the building. The standard cannot be applied outside the scope of renovation and repair.
That is, the design did not follow the standard standards. According to the law on fire prevention and fighting, it is a fine, a request to suspend operations for remedial action. However, for these cases, the two ministries will report to the Government on how to overcome the situation with additional measures to be safer. The remedial plan must be certified by the fire protection agency. After that, the investor must have a commitment to operate the project in the safest way," said Mr. Long.
Regarding the regulations on the use of fireproof construction materials, including fireproof paints, the leader of the Department of Science, Technology and Environment said, there are still opinions that QCVN 06:2022 requires fire retardant paints that have not been circulated in Vietnam.
“I would like to re-affirm that the regulation 06:2022/BXD or previous versions only provides requirements for fire safety for building materials without requiring the use of specific materials. Depending on the economic and technical rationality, design solutions are selected accordingly. If the structure or structure does not meet the requirements of fire resistance limit corresponding to the fire resistance level of the building or structure, it is necessary to have an enhanced fire protection solution. Fire protection solutions can be: using paint, brick, concrete..., using ordinary mortar, including cement mortar, or fireproof mortar, or covering with concrete to form a composite structure, or completely replacing it with another material such as steel instead of concrete..." - Mr. Long said.
It is known that the Ministry of Construction will coordinate with the Ministry of Public Security and other ministries and branches to review difficulties and problems in fire prevention and fighting in construction works to propose solutions before June 30.
