The official dispatch stated that the construction industry is simultaneously implementing numerous transportation infrastructure construction projects nationwide. In some projects, shortcomings and limitations still exist in ensuring construction quality, occupational safety, traffic safety, and environmental sanitation, leading to labor accidents and construction incidents such as: the collapse of the Dai Ninh bridge girder (Lam Dong province); the erosion of the Son Lang suspension bridge (Binh Phuoc province); the collapse of the Binh Phong Thanh cable-stayed bridge ( Long An province); and the incident at the Cai Doi Vam bridge (Ca Mau province). Most recently, there was the subsidence of the road approach to the Hoa Binh bridge in Chau Thanh district, Tay Ninh province; and the construction of the Noi Bai - Lao Cai expressway surface under unfavorable weather conditions...
The main reason is that some investors, project management boards, design consultants, supervisors, and construction contractors have not paid sufficient attention to quality management, occupational safety and health, traffic safety, and environmental sanitation. Some contents in project documents, surveys, and construction designs are still deficient, leading to adjustments and additions, thus prolonging the construction time during implementation.
Recognizing that project quality is always a top priority, the Ministry of Construction requests that the People's Committees of provinces and cities direct their subordinate agencies to fully implement the rights, obligations, and responsibilities of the project owner; strengthen and streamline the organizational structure and personnel. The on-site project management team needs to have appropriately assigned personnel to ensure there is no overlap; the authority, responsibilities, and obligations of each unit should be clearly defined; and project management and operation should be unified, consistent, and highly effective.
The People's Committees of provinces and cities need to direct the tightening of discipline and strict management of all activities of organizations and individuals participating in the project throughout the implementation process; further strengthen the inspection and supervision of entities implementing measures to improve the quality of the project, ensuring occupational safety, traffic safety, and environmental protection during the design and construction process in accordance with approved regulations, standards, and construction methods; comply with the project's design documents, technical specifications, and regulations; promptly adjust and supplement as necessary and strictly handle organizations and individuals who violate the regulations.
The Ministry of Construction requests that localities improve the quality of preparing and approving survey and design tasks, ensuring complete survey data on topography, geology, hydrology, material mines, and waste disposal sites, especially in areas with weak soil and complex geological conditions; closely monitor the implementation of surveys, approve survey results, control the quality of documents, and conduct acceptance testing before submitting them for appraisal.
It is strictly prohibited to engage in collusion and connivance to legitimize procedures, falsify records and work results, inflate work volumes; to abuse one's position and authority to oppress, harass, or create difficulties for units for personal gain; to impose designations of material sources, specify origins, or designate contractors, subcontractors, or suppliers of goods, materials, and supplies for the project.
Local authorities are strengthening the management of acceptance documents, procedures, and legal documents during construction; closely inspecting and supervising the quality, origin, and source of materials, supplies, equipment, and waste disposal to meet the requirements of design documents and technical specifications; and closely controlling and monitoring quality control testing during construction.
