The conference was attended by over 1,050 delegates from the People's Council at the city-level venue and 26 district, county, and town-level venues.

In his opening remarks at the conference, Vice Chairman of the Hanoi People's Council Pham Qui Tien stated that organizing the training program on operational skills for People's Council representatives at both levels in Hanoi is one of the important activities aimed at ensuring the rights and responsibilities of representatives, meeting the requirements for updating knowledge and skills, enhancing capacity, and improving the quality of activities of People's Council representatives at all levels in Hanoi.

In addition, training the skills of People's Council representatives is also one of the requirements according to Project No. 15-DA/TU dated May 12, 2022, of the Standing Committee of the Hanoi City Party Committee on "Improving the capacity, effectiveness, and efficiency of the operation of People's Councils at all levels in Hanoi City in the period 2021-2026 associated with the pilot implementation of the urban government model and strengthening rural government in Hanoi City," which is being focused on by People's Councils at all levels in Hanoi City and has achieved initial results.

At the same time, this is also an opportunity for delegates of the City People's Council and delegates of the People's Councils of districts, counties, and towns to strengthen exchanges and improve experience and skills in the field of supervision of People's Councils at all levels. Especially in the context of the amended Capital City Law, which has been promulgated by the National Assembly and will take effect from January 1, 2025, there is a huge amount of work to be implemented in terms of both organizational models and the authority and responsibilities of the City People's Council and the People's Councils of districts, counties, and towns.

According to the Vice Chairman of the City People's Council, based on the 2024 work program and the city's practical situation, the Standing Committee of the City People's Council has directed the Office of the National Assembly Delegation and the City People's Council, and the Committees of the City People's Council to coordinate with the Training Center for Elected Representatives under the Committee on Representative Affairs to select training content. Emphasis is placed on practical, in-depth knowledge and skills that can be immediately applied in practice, contributing to improving the effectiveness and efficiency of the People's Council's supervisory and decision-making functions.

To facilitate the skills training conference for Hanoi City People's Council representatives, Vice Chairman of the Hanoi City People's Council Pham Qui Tien requested that City People's Council representatives and representatives from district, county, and town People's Councils actively exchange knowledge and skills related to each topic; ensuring the highest effectiveness of the training; and that the knowledge, skills, and experience in each field be immediately applied in practice. This will contribute to spreading and enhancing the capacity, effectiveness, and efficiency of the People's Councils at all levels in Hanoi.

The delegates received training on three topics.

At the conference, the speakers participating in the training program included Nguyen Van Pha, former Deputy Chairman of the National Assembly's Judicial Committee of the 14th term; Do Manh Hung, former Deputy Chairman of the National Assembly's Committee on Social Affairs of the 13th term and former Deputy Head of the National Assembly Office; and Vu Van Hoa, former Deputy Auditor General of the State Audit Office. These are all experts with in-depth knowledge in their respective fields, possessing high qualifications, extensive practical experience, and engaging and captivating presentation skills.

The speakers presented three topics: supervisory skills of the People's Council in the field of justice; supervisory skills in the field of culture; and skills in using audit results in performing the supervisory function of the People's Council in the field of state budget.

The training program demonstrated that the topics selected by the Standing Committee of the Hanoi City People's Council and the Committee for Representative Affairs were accurate, relevant, and appropriate to the practical conditions of the People's Councils at all levels in Hanoi. These topics covered both general, comprehensive knowledge and highly practical, specialized issues. Through this training, People's Council representatives updated their knowledge and skills, and enhanced their exchange of experiences and skills in the field of People's Council oversight. This, in turn, spread and improved the capacity, effectiveness, and efficiency of oversight activities of People's Council representatives at all levels in Hanoi.

Following the conference, the Standing Committee of the Hanoi People's Council requested the Committees of the Hanoi People's Council, the Office of the National Assembly Delegation and the Hanoi People's Council, and the Standing Committees of the People's Councils of districts, counties, and towns to implement effective solutions to immediately apply the skills acquired through training to the practical activities of the People's Councils at all levels. The delegates of the Hanoi People's Council and the delegates of the People's Councils of districts, counties, and towns should continue to regularly study, absorb, and promptly update new legal regulations, experiences, and skills of elected representatives; strengthen their understanding of the local situation and maintain and enhance the sense of responsibility and duty of People's Council delegates to voters and the people so that the activities of the People's Councils at all levels in Hanoi can be further improved; affirm the position of the State power organ at the local level and be ready to undertake the very large and difficult workload according to the 2024 Capital City Law.
