The highlight of the city's socio -economic picture in the first 6 months of 2025 is that the "tripod" for development, including agriculture, industry and services, continues to achieve new achievements. Playing an important role in the economy, industrial and handicraft production maintained a good growth momentum with most major industrial products increasing thanks to a stable consumption market and being less affected by unfavorable factors. Of which, frozen shrimp reached 10,201 tons, up 11.8%; frozen squid reached 1,043 tons, up 11.3%; ready-made clothes reached 85.8 million pieces, up 14.3%; leather shoes of all kinds reached 62.61 million pairs, up 13.6%; Confectionery of all kinds reached 29.5 thousand tons, up 6.9% over the same period in 2024. The total export value of goods is estimated at 997.5 million USD, up 9.8% over the same period, reaching 50.5% of the plan and is the unit with the second largest export proportion in the province.

The city always pays attention to business development. The City People's Committee reviews and works specifically with wards and communes whose rate of newly established enterprises has not met the target to assign specific tasks. The People's Committees of wards and communes closely coordinate with the City Tax Team to promote propaganda on the mechanisms and policies of the Central Government, the province and the city's support solutions in business development; at the same time, mobilize families with large capital and employing many workers to convert to enterprises. Along with that, the City Business Association has had many practical activities to support and help newly established enterprises seize business opportunities, find partners, expand markets, build corporate culture... to maintain stable production, business and sustainable development. Thanks to that, in the first 6 months of the year, the city has propagated and mobilized the establishment of 854 enterprises, an increase of 27.3% over the same period. Up to now, the number of enterprises operating in the city is 9,561, reaching 96% of the plan.

The service and trade sector continued to affirm its superiority. Transport services grew positively with the volume of goods transported reaching 17.9 million tons, up 9.5% over the same period; the volume of passengers transported reaching 11.6 million people, up 6.8% over the same period. The operations of banks, commercial bank branches, and social policy banks in the area were stable; interest rate support policies were seriously implemented, contributing to promptly solving capital needs for production and business, limiting the situation of borrowing "black credit". Tourism activities were bustling. Since the beginning of the year, the city has attracted about 1,911,000 visitors, with total revenue from tourism estimated at VND 2,560 billion, up 7.1% over the same period.

The work of planning, planning management, and construction investment management has achieved many outstanding results. In 6 months, the city has approved 9 detailed planning projects 1/500 and submitted them to the Provincial People's Committee for consideration and approval of subdivision planning No. 4. Organizing the groundbreaking and inauguration of key projects according to special mechanisms including: Memorial project for teachers and students who sacrificed their lives at the construction site of the Nam Song Ma dike; Nam Song Ma Avenue project phase 2, from Quang Hung ward to the end of Quang Tam ward... The result of disbursement of public investment capital assigned by the province reached 67.5 billion VND, assigned by the city reached 437.5 billion VND. The site clearance work was directed resolutely and achieved positive results. In 6 months, the area paid for site clearance was 93/158ha, reaching 58.8% of the plan. The city has also issued 81 decisions approving compensation, support and resettlement plans for more than 30 projects with an approved amount of more than VND344 billion; reclaiming land for 1,019 cases with an area of 484,785m2 of 29 projects.

The cultural and social fields have achieved quite comprehensive results. The city has successfully organized a series of activities to celebrate the 60th anniversary of Ham Rong victory. Each commune, ward, agency, unit and people of the city continue to effectively implement the campaign for city residents to "speak good words, do good deeds, act friendly". The quality of comprehensive education has developed steadily, continuously maintaining the leading position in the province for many years; universalizing preschool education, primary education and secondary education has achieved a high rate (level 3). In particular, with strong economic resources, the city has led the district, town and city block in digital transformation for 3 consecutive years. Social security is taken care of, people's lives are improved. To date, the city has started construction of 316 houses for poor households, policy families, and households with housing difficulties according to Directive No. 22/CT-TU of the Provincial Party Standing Committee.

Implementing the Central Government's policy on deploying the two-level local government model, the city has promptly disseminated to cadres, civil servants, public employees, and workers a firm grasp and correct awareness of the "revolution" of streamlining and reorganizing the apparatus of the political system in line with the country's development path in the new era, creating high unity in implementation. At the same time, cadres and civil servants are required to heighten their vigilance, fight against the distorted arguments of hostile forces, not let bad guys take advantage, incite, cause panic, waver, and maintain absolute faith in the Party's leadership. Up to this point, all work has been basically completed so that the two-level local government model can officially come into operation from July 1, 2025.

The results achieved in the first 6 months of 2025 have vividly reflected the fresh nuances in the picture of socio-economic development of the city. These results demonstrate the determination and efforts to overcome difficulties of all levels and sectors, along with the positive contributions of the business community and all classes of people, so that the city is worthy of being the political, economic, cultural and scientific center of the whole province.
