(Baothanhhoa.vn) - After six months of implementing the 2025 socio-economic development plan, many important indicators of Thanh Hoa City have shown positive growth, making a significant contribution to the overall development of the province.

A prominent highlight in the socio -economic picture of the city in the first six months of 2025 is the continued achievement of the three pillars of development: agriculture, industry, and services. Playing a crucial role in the economy, industrial and handicraft production maintained a relatively strong growth momentum, with most major industrial products showing increases thanks to a stable consumer market and minimal impact from adverse factors. Specifically, frozen shrimp production reached 10,201 tons, an increase of 11.8%; frozen squid reached 1,043 tons, an increase of 11.3%; ready-made clothing reached 85.8 million pieces, an increase of 14.3%; and leather shoes of all types reached 62.61 million pairs, an increase of 13.6%. Confectionery exports reached 29.5 thousand tons, an increase of 6.9% compared to the same period in 2024. The total value of goods exported is estimated at 997.5 million USD, an increase of 9.8% compared to the same period, reaching 50.5% of the plan and ranking second in the province in terms of export share.

Business development has always been a priority for the city. The City People's Committee reviews and works specifically with wards and communes that have not met the target for newly established businesses to assign specific tasks. The People's Committees of wards and communes closely coordinate with the City Tax Team to promote the dissemination of central and provincial policies and city support solutions for business development; and at the same time, encourage families with large capital and many employees to convert into businesses. In addition, the City Business Association has carried out many practical activities to support and assist newly established businesses in seizing business opportunities, finding partners, expanding markets, and building corporate culture... to maintain stable production and business and achieve sustainable development. As a result, in the first six months of the year, the city promoted and encouraged the establishment of 854 businesses, an increase of 27.3% compared to the same period last year. To date, the cumulative number of businesses operating in the city is 9,561, reaching 96% of the plan.

The service and trade sector continues to assert its superior advantage. Transportation services experienced positive growth, with freight volume reaching 17.9 million tons, a 9.5% increase compared to the same period last year; passenger volume reached 11.6 million people, a 6.8% increase compared to the same period last year. The operations of banks, commercial bank branches, and social policy banks in the area remained stable; interest rate support policies were implemented seriously, contributing to the timely resolution of capital needs for production and business, and limiting the use of illegal loans. Tourism activities were vibrant. From the beginning of the year until now, the city has attracted approximately 1,911,000 visitors, with total tourism revenue estimated at 2,560 billion VND, a 7.1% increase compared to the same period last year.

Planning, planning management, and construction investment management have achieved many outstanding results. In the past six months, the city has approved nine detailed 1/500 scale planning projects and submitted the planning for zone 4 to the Provincial People's Committee for consideration and approval. Key projects under special mechanisms were launched and inaugurated, including: the memorial project for teachers and students who sacrificed their lives on the Nam Song Ma dike construction site; and the Nam Song Ma Boulevard project, phase 2, from Quang Hung ward to the end of Quang Tam ward... Disbursement of provincial public investment funds reached 67.5 billion VND, while city-assigned funds reached 437.5 billion VND. Land clearance work was decisively directed and achieved positive results. In the past six months, 93 out of 158 hectares of land have been compensated for land clearance, reaching 58.8% of the plan. The city has also issued 81 decisions approving compensation, support, and resettlement plans for more than 30 projects, with an approved amount exceeding 344 billion VND; and reclaimed land for 1,019 cases covering an area of ​​484,785 m2 across 29 projects.

The socio-cultural sector has achieved quite comprehensive results. The city successfully organized a series of activities to celebrate the 60th anniversary of the Ham Rong victory. Each commune, ward, agency, unit, and citizen of the city continues to effectively implement the campaign for city residents to "speak kind words, do good deeds, and act in a friendly manner." The quality of comprehensive education has developed steadily, maintaining its leading position in the province for many consecutive years; the rate of universal preschool, primary, and lower secondary education has reached a high level (level 3). In particular, with strong economic resources, the city has led the district, town, and city-level group in digital transformation for three consecutive years. Social welfare has been taken care of, and the people's lives have been improved. To date, the city has started construction on 316 houses for poor households, policy beneficiary families, and households still facing housing difficulties, in accordance with Directive No. 22/CT-TU of the Provincial Party Committee.

In implementing the Central Committee's policy on deploying a two-tiered local government model, the city has promptly disseminated information to its officials, civil servants, and employees to ensure they understand and correctly perceive the "revolution" of streamlining and reorganizing the political system's apparatus in line with the country's development direction in the new era, creating high unity in implementation. At the same time, officials and civil servants are required to maintain vigilance and combat the distorted narratives of hostile forces, preventing malicious individuals from exploiting and inciting unrest, and upholding absolute faith in the Party's leadership. At this point, all necessary work has been basically completed, allowing the two-tiered local government model to officially begin operation on July 1, 2025.

The achievements in the first six months of 2025 vividly reflect the fresh new facets of the city's socio-economic development. These results demonstrate the determination and efforts of all levels and sectors to overcome difficulties, along with the positive contributions of the business community and all segments of the population, so that the city deserves to be the political, economic, cultural, and scientific center of the entire province.
