Strong shift in building new rural areas in Ha Tinh

Building the province to meet the new rural standards in the 2021 - 2025 period has been identified by Ha Tinh as a key political task, aiming to concretize the Resolution of the 19th Provincial Party Congress (term 2020 - 2025) and Decision No. 2114/QD-TTg dated December 16, 2020 of the Prime Minister approving the Project "Piloting the construction of Ha Tinh province to meet the new rural standards, period 2021 - 2025".

The province focuses on improving the quality of standards, upgrading criteria in villages, communes and districts, ensuring sustainability; promoting the construction of advanced and model new rural areas; prioritizing resources to complete criteria in communes and districts that have not met standards. The resolution's propaganda work has been directed and implemented by Party committees and authorities at all levels from the beginning with diverse, rich and flexible forms.

With great efforts and determination, in 2018, Chau Noi village (Tung Anh commune, former Duc Tho district, now Duc Tho commune) was recognized as meeting the model NTM standards. In August 2024, the cadres and people of Chau Noi village continued to build a smart village, deploy digital transformation applications, and build digital infrastructure associated with the NTM program.

Mr. Nguyen Huy Hanh - Head of Chau Noi village (Duc Tho commune) shared: "Currently, 95% of adults in the village use smartphones, more than 80% have electronic payment accounts, 55% of households use broadband Internet. When implementing the smart village model, we invested in a broadcasting system, installed security cameras, equipped the cultural house with computers, bookshelves, solar lights... Thanks to that, people directly benefit from the benefits of digital transformation, from security, information to cultural activities".

After the merger, Thach Lac commune was formed from 3 communes: Tuong Son, Thach Thang, Thach Lac (old). The new rural construction movement achieved many successes, contributing to "changing the face" of the locality.

In Thach Lac commune, the production value per unit area reached more than 101 million VND/ha, an increase of 25 million VND compared to the beginning of the term.

Mr. Tran Xuan Hoang - Chairman of the People's Committee of Thach Lac commune said: "In 5 years, the commune has mobilized more than 462 billion VND and 420,000 working days to build new rural areas. Up to now, the whole commune has 16/18 villages meeting the standards of model new rural residential areas, including 3 residential areas in the direction of smart residential areas. More importantly, the development of production to increase income for people has had many strong changes, the production value per unit area reached more than 101 million VND/ha, an increase of 25 million VND compared to the beginning of the term. From that foundation, Thach Lac commune will continue to pay attention to building comprehensive and sustainable new rural areas associated with urbanization, smart agriculture and high technology application".

The face of Ha Tinh's countryside has changed a lot in the direction of civilization and modernity, and the economy has changed positively.

According to the assessment of the Provincial New Rural Area Coordination Office, overcoming many difficulties and challenges with high determination, creative approaches and consensus of the Party Committee, government and people in the spirit of Resolution 04-NQ/TU, Ha Tinh has achieved many important results, becoming one of the typical localities of the country in the new rural area construction movement in the period of 2021 - 2025.

By July 1, 2025, Ha Tinh had completed 8/8 criteria for the province to meet the NTM standards according to Decision 321/QD-TTg of the Prime Minister. Up to now, the whole province has 169/169 communes meeting the standards. Of which, 69 communes meet the advanced NTM standards, 18 communes meet the model NTM standards. 12/12 district-level units have met the standards/completed the task of building NTM; 2 districts meet the advanced NTM standards. The whole province has 1,234/1,512 villages meeting the model NTM residential area standards.

In particular, Ha Tinh has 410 OCOP products recognized, of which 271 products are still certified (8 products with 4-star rating and 263 products with 3-star rating). Mr. Tran Dinh Chien - Director of Huong Son Agriculture Joint Stock Company (Huong Son commune) said: "Thanks to the close connection, the raw material area is increasingly expanded and uniform, creating a solid foundation for developing deep-processed products and affirming the Huong Son deer antler brand in the market. Currently, we are focusing on investing and developing Chien Son deer antler wine products that meet 4-star OCOP standards".

The OCOP program continues to create momentum for establishments, businesses, and cooperatives to develop production, contributing to improving people's lives.

However, in addition to the results achieved, the implementation of the resolution still has some shortcomings and limitations. Some goals and targets are not close to reality and the new context. Leadership and direction in some departments, branches and localities are sometimes not resolute, the content and methods of propaganda, dissemination and implementation of the resolution are slow to innovate; in some places, party committees and authorities sometimes show signs of slackening; results are not uniform among localities. Some investment items and infrastructure are degraded; mobilizing and allocating resources face many difficulties.

Ha Tinh will continue to review and update the contents of the criteria set of the National Target Program on New Rural Construction for the period 2026 - 2030, ensuring inheritance and continuing to build new rural areas in a modern direction.

Mr. Ngo Dinh Long - Deputy Chief of the Ha Tinh New Rural Area Coordination Office said: “In the past time, the Coordination Office has closely coordinated with departments, branches and localities to advise the province on implementing key task groups according to Resolution 04-NQ/TU. After operating the 2-level local government model, Ha Tinh continues to closely follow the Party's guidelines and policies, the State's policies and laws on the National Target Program on New Rural Area Construction; promptly concretize the Central's resolutions and instructions in accordance with local realities. At the same time, the province will also continue to review and update the contents of the criteria set of the National Target Program on New Rural Area Construction for the period 2026 - 2030, ensuring the inheritance of the achieved results, developing in a sustainable and effective direction".

Looking back at the 2021 - 2025 period, Resolution 04-NQ/TU has created a strong shift in the movement to build new rural areas in Ha Tinh. The achievements not only affirm the position of the province but also become a solid foundation to continue building new rural areas in a modern direction with the highest goal of improving the material and spiritual life of the people.
