Teachers' salaries will have a 'special coefficient'

With an expected coefficient of 2.1-7.55, teachers will receive a monthly salary of 4.9 to 17.66 million VND, but will have a special coefficient and allowance to be the "highest" in the administrative career group.

On September 18, the Ministry of Education and Training began soliciting opinions on the Circular regulating the code, appointment and salary arrangement for public teachers, including preschool and general education (primary, secondary and high school). At each level, they are divided into three groups: teachers, main teachers and senior teachers, equivalent to the current levels III, II and I.

Accordingly, the salary coefficient for preschool teachers remains unchanged, from 2.1 to 6.38.

For general education, the coefficient of teachers and senior teachers (formerly grade III and II) is still from 2.34 to 6.38. Only the group of senior teachers (formerly grade I) is increased, from the coefficient of 4.4-6.78 to 5.75-7.55. With a base salary of 2.34 million VND, this group receives a minimum of 13.4-17.66 million VND per month, an increase of about 2-3 million VND compared to present.

All of the above levels are similar to civil servants in administrative agencies. Meanwhile, the Law on Teachers passed by the National Assembly in June determined that teachers are ranked at the highest level in the salary scale system.

On the evening of September 18, responding to VnExpress , a representative of the Department of Teachers, Ministry of Education and Training, said that the draft of the new circular will determine which rank and level teachers belong to. In addition to the salary according to general regulations, they will have additional allowances and "special coefficients" to ensure the principle of "highest" teacher salary. The Ministry is consulting the Government Decree on this matter.

Previously, Minister Nguyen Kim Son said the basic salary of all teachers is expected to increase by at least VND2 million a month, and up to VND5-7 million at most.

This number does not include allowances (seniority, professional incentives, positions, seniority allowances exceeding the framework, special allowances for artisans, teachers of the disabled, working in areas with especially difficult conditions...). In particular, the professional incentive allowance alone will increase from 30-70% to 70-100%, according to Resolution 71 of the Politburo on breakthroughs in education and training development.

The country has more than 1.05 million preschool and primary school teachers receiving state salaries. Of these, Grade I (advanced) teachers in secondary and high schools account for only about 0.2-0.6%, while preschool and primary school teachers are almost non-existent. The rest are mostly ranked Grade II and III.

Teachers' salaries currently range from 4.9 to 15.87 million VND per month, depending on the level of education. After adding allowances, the total is around 6.6 to 30 million VND.
