Speaking to a reporter from the Lao Dong Newspaper on the morning of November 6, Master Nguyen Ngoc Bao Chuong, Principal of Binh Thanh Vocational College, said that the school is waiting for the tuition compensation money for the first semester of the 2025-2026 school year to arrive. After receiving the money, the salary will be paid immediately. "The school is trying very hard to complete the salary payment for teachers and school staff in November," Master Chuong emphasized.
Teachers tired of waiting for salary "drip"
Ms. PTNS, a teacher who has worked at Binh Thanh Vocational College for nearly 20 years, sadly said that she has sent petitions everywhere, hoping to soon receive her salary, money, and social insurance.
"Everyone struggles to make ends meet, some have to borrow money from outside or work extra to make ends meet. And if social insurance is cut off mid-term when we get sick, who will be responsible for us?" - Ms. S. said sadly.
Ms. S. said that the school had previously owed teachers more than half a year's salary. After months of petitioning, on October 9, 2025, the school only paid 5 months' salary (from March 2025 to July 2025). Currently, salaries for August, September, and October are still "unpaid".
More seriously, teachers' insurance regimes have also been severely affected. Specifically, Ms. S. has been 15 months behind in paying social insurance, 8 months behind in paying unemployment insurance, and her health insurance has been cut off since April 16, 2025. This means that if she goes to the doctor, she has to pay 100% of the medical expenses herself.

Teachers of Binh Thanh Vocational College hope the school will soon pay full salaries and allowances up to the present time.
This is also the common situation of more than 30 teachers and staff of the school. Mr. T., who is currently working as a security guard at the school, said he was very sad because he had not seen his salary for a long time. He found a new job near his home and started working in December.
"Now that I don't have a salary, I have to go somewhere else to work. So, will I be the one to pay the unpaid social insurance debt or will the school pay for me? I'm very worried about this," Mr. T. sighed.
Only 46 students were recruited.
Explaining the issue of unpaid salaries, social insurance and other revenues, MSc. Nguyen Bao Chuong said that when the new board of directors took office (April 2022), the school was in a negative fund of more than 65 billion VND, with no reserve fund.
"The school admits that there is a situation of late payment of the above-mentioned revenues. The main reasons are the termination of the contract for using public assets, difficulties in driver training, and a serious decline in the number of intermediate level students," Mr. Chuong explained.
Currently, the school is having to pay for the first semester's tuition fee by using the tuition subsidy from the next semester to pay for the previous semester. Notably, in the 2025-2026 school year, the school will only enroll 46 students, which means it can only enroll more than 10% of the total target of 315 students.
Regarding the delay in paying insurance, the school said it was interrupted due to having to readjust the insurance coefficient and constantly changing accounting personnel.

Teachers reflect on the situation of schools being slow in paying social insurance
"The school has worked with the Social Insurance agency and agreed on a plan to pay Social Insurance "backwards" (gradually pay off old debts). At the same time, the insurance will allow the school to immediately pay the actual amount (most recent month) to maintain the Health Insurance card for staff, ensuring the right to medical examination and treatment" - Master Chuong informed.
