After nearly 2 months of implementation, the new government model has shown effective operation, creating strong changes and satisfaction of people and businesses in handling administrative procedures.
The two-level local government model is an important policy of the Party, implemented by the Government with the approval of the National Assembly . The implementation of two-level local government is not only an adjustment of administrative boundaries, but also an opportunity to reorganize the apparatus, at the same time review and streamline the payroll, associated with restructuring and improving the quality of the grassroots cadres and civil servants to truly meet the requirements of the country's development tasks in the new period. In particular, it creates convenience for people, shortens the time to process work, avoids overlap, shirks responsibility, and reduces costs for people, businesses and society.
In Quang Ninh , before implementing the two-level local government model, the whole province had 13 districts, towns, and cities, with 171 communes, wards, and towns. After abolishing the district level, the province had 54 commune-level administrative units (30 wards, 22 communes, and 2 special zones), a reduction of 117 communes, wards, and towns.
To meet the requirements of the job, Quang Ninh province has reviewed and selected a team of multi-functional, multi-tasking commune-level civil servants with comprehensive capacity, handling work according to innovative thinking, standardized public service skills, public service ethics and a high sense of responsibility, meeting local governance, meeting the requirements of people and businesses. Therefore, when taking on new tasks, cadres and civil servants in communes, wards and special economic zones all have a common spirit of determination, urgently implementing tasks, ensuring professional activities and activities serving people and businesses take place smoothly.
The highlight in the operation of the two-level local government is that the reception and settlement of administrative procedures for organizations and citizens is quick and convenient, without intermediaries, and without overlap or duplication between newly established specialized departments and offices.
In order to facilitate people and businesses in handling administrative procedures, the Provincial Public Administration Service Center has deployed the Information System for handling administrative procedures at public administration service centers in communes, wards, and special zones. This is a strong step forward in handling administrative procedures and digital transformation, because this system allows people and businesses to submit documents at any public administration center in localities in the province, regardless of administrative boundaries, creating maximum convenience for people and businesses.
Mr. Nguyen Quoc Anh, residing in Hoanh Bo ward, said: Knowing that the whole province is implementing the settlement of administrative procedures without administrative boundaries, to facilitate the settlement of administrative procedures, I went to the Public Administration Service Center of Ha Long ward to register the birth of a new family member. After completing the documents and submitting the procedures, the staff at the center received and transferred the file to the judicial staff of Hoanh Bo ward for settlement. It only took about 15 minutes for me to receive a digitized copy of my son's birth certificate, and the paper birth certificate will be sent home by post.
It is noteworthy that since the implementation of the 2-level local government model, at the document reception area at the commune-level administrative service centers, there are digitization points for people, these points are equipped with specialized ID card readers attached to biometrics. At the same time, scanners are equipped so that organizations and citizens can easily digitize documents into their own electronic wallets. On that basis, organizations and individuals can easily submit documents, look up and receive results of administrative procedure settlement via electronic wallets.
Although the 2-level local government model has only been in operation for nearly 2 months, it has generally shown many positive signs, especially in administrative reform. Most of the stages and steps in the process of coordinating document processing and advising leaders on making decisions on issues under their authority have been carried out quickly, synchronously, without interruption or disruption. The highlight is that the coordination in handling administrative procedures for organizations and citizens has been quick and convenient. According to statistics from the provincial Administrative Procedure Handling Information System, after more than 1 month, the whole province has handled over 36,500 records, and is processing over 10,500 records, of which about 8,300 records are carried out in a non-administrative boundary form.
Mr. Bui Thanh Chien, Deputy Director of the Mong Cai 3 Ward Public Administration Service Center, shared: Up to now, the center has stabilized its operations, the staff and civil servants have a high sense of responsibility, creating convenience for people in administrative procedures. However, there are still some difficulties such as limited facilities, most of which have to requisition rooms, equipment, and vehicles from old administrative agencies.
It can be said that administrative reform in the new period in Quang Ninh not only meets the needs of people and businesses, but also contributes to maintaining discipline and administrative order, ensuring the stability of the apparatus in the process of implementing the arrangement of administrative units in accordance with the direction of the Central Government.
